TTAADC receives ₹58.54 crore from ₹92.73 crore central grants under Article 275(1) over three fiscal years, highlighting fund allocation, monitoring mechanisms, and tribal welfare development initiatives in Tripura Assembly discussions.
The Tripura Tribal Areas Autonomous District Council (TTAADC) has received ₹58.54 crore from centrally allocated grants over the past three financial years, as part of a broader ₹92.73 crore disbursed to the state under Article 275(1) of the Constitution of India. The information was shared in the Tripura Legislative Assembly on Tuesday by Tribal Welfare Minister Bikash Debbarman.
The disclosure came in response to a query raised by Leader of Opposition Jitendra Chaudhury, who sought a detailed breakdown of year-wise fund allocation and disbursement under the centrally supported grants-in-aid scheme aimed at tribal development.
According to official data presented in the Assembly, the state received ₹42.26 crore during the financial year 2023–24. Out of this, ₹30.34 crore was transferred to TTAADC for various development initiatives. In the following fiscal year, 2024–25, Tripura received ₹41.52 crore, of which ₹28.20 crore was allocated to the autonomous council.
For the ongoing financial year 2025–26, the state has so far received ₹8.95 crore under the same provision. However, no funds have yet been released to TTAADC from this allocation, raising questions about the pace of fund disbursement in the current fiscal cycle.
The grants provided under Article 275(1) are specifically aimed at promoting the welfare of Scheduled Tribes and improving administrative infrastructure in tribal areas. TTAADC, which administers large tribal-dominated regions in the state, relies heavily on such funding for implementing development projects, including infrastructure, education, healthcare, and livelihood initiatives.
The government also highlighted its monitoring mechanisms to ensure effective utilization of funds under the Tribal Welfare Department. According to the written reply, the progress of various schemes is reviewed regularly on both monthly and quarterly bases by the minister and senior departmental officials. These reviews assess implementation status and identify any delays or challenges.
Detailed project-level data, including fund flow, progress reports, geo-tagged photographs, beneficiary lists, and outcome reports, are examined during these review meetings. This approach is aimed at enhancing transparency and accountability in the execution of welfare schemes.
In addition, senior officials maintain regular communication with district and sub-divisional tribal welfare officers, as well as implementing agencies, to address bottlenecks and streamline project execution. Field-level monitoring is conducted through site visits by Sub-Divisional and District Tribal Welfare Officers, ensuring that projects are progressing as planned on the ground.
Senior engineers and departmental authorities also carry out inspections to verify the quality and pace of ongoing works. Furthermore, the department submits Quarterly Performance Review Reports and Physical Progress Reports, which include location-specific details identified through Local Government Directory (LGD) codes at block and village levels.

The data shared in the Assembly underscores both the scale of central assistance received and the importance of timely fund utilization for tribal development in Tripura. With a significant portion of funds already allocated to TTAADC in previous years, attention now turns to ensuring efficient deployment of resources in the current fiscal period.
