Tripura HC was informed that the State Commissioner for Persons with Disabilities will be appointed within two months. The state government also updated the court on recruitment to reserved vacancies for persons with blindness and low vision under the RPwD Act, 2016.

The Tripura government has informed the Tripura High Court that the appointment of the State Commissioner for Persons with Disabilities (PwD) will be completed within the next two months, marking a significant step towards implementing the provisions of the Rights of Persons with Disabilities (RPwD) Act, 2016.

The assurance was placed before a division bench comprising Chief Justice M.S. Ramachandra Rao and Justice Biswajit Palit during the hearing of a Public Interest Litigation (PIL) filed by the All Tripura Blind Association and others. The petition seeks effective implementation of statutory safeguards and employment opportunities for persons with disabilities across the state.

During the proceedings, the Secretary of the Social Welfare and Social Education Department appeared before the court through video conferencing and submitted that the government had already created the post of State Commissioner for Persons with Disabilities in accordance with the provisions of the RPwD Act, 2016. The secretary further informed the bench that the recruitment process for the post had begun and is expected to be completed within approximately two months.

The High Court also received an update on the status of vacancies reserved for persons with blindness and low vision in various government departments. According to the submissions made by the state government, all departments have furnished detailed reports regarding the availability and status of such reserved posts.

The government informed the court that while certain departments do not have positions falling under the reserved category, others have either fully or partially filled the earmarked vacancies. Recruitment procedures are currently underway for the remaining posts, and specific timelines have been established to ensure that appointments are completed without unnecessary delay.

After considering the submissions, the division bench observed that the state government was taking the required steps to fulfil its obligations under the disability rights legislation. The court expressed satisfaction with the progress reported regarding both the creation of the State Commissioner’s post and the recruitment process for reserved vacancies.

In view of the developments and the assurances provided by the government, the High Court dispensed with the personal appearance of the Secretary of the Social Welfare and Social Education Department until further orders.

The matter has been listed for its next hearing on October 14, 2026, when the court is expected to review the progress made in appointing the State Commissioner for Persons with Disabilities and filling the remaining reserved vacancies. The case continues to be closely watched by disability rights organisations, which have welcomed the government’s commitment to strengthening institutional mechanisms and improving employment opportunities for persons with disabilities in Tripura.
