Tripura signs a landmark MoU with STQC under MeitY to strengthen information security, boost digital governance, and enhance cyber readiness. The partnership aims to upgrade state-wide security standards through certifications, capacity building, workshops, and improved compliance in government services.
the state government on Thursday signed a crucial Memorandum of Understanding (MoU) with the Standardisation Testing and Quality Certification (STQC) Directorate under the Union Ministry of Electronics and Information Technology (MeitY). The agreement aims to strengthen information security standards and ensure robust compliance across departments and digital service platforms.
The MoU was signed during a high-level meeting at the State Secretariat in Agartala, where Finance and Information Technology Minister Pranajit Singha Roy held detailed discussions with STQC Director General M. Vellaipandi and Scientist-G Arvind Kumar Upadhyaya. Senior officials from the Directorate of Information Technology (DIT), Government of Tripura, were also present during the deliberations.
Highlighting the strategic importance of the collaboration, Minister Roy said the initiative closely aligns with the vision of Prime Minister Narendra Modi to modernize governance systems through digital transformation. He also noted that Chief Minister Manik Saha has consistently emphasized the need for strong cyber security mechanisms to ensure seamless and secure public service delivery.
“The Government of Tripura is taking proactive steps to enhance information security standards in the state. In line with the visionary leadership of Hon’ble Prime Minister Narendra Modi Ji and guidance of Hon’ble Chief Minister Prof. (Dr.) Manik Saha, this MoU marks a major step towards strengthening digital trust and cyber readiness,” Minister Roy said in his official post.
According to officials, the MoU will enable the STQC Directorate and the state’s DIT to work jointly on multiple fronts. These include the implementation of globally recognized security standards, comprehensive certification programmes, large-scale capacity-building initiatives, and specialized workshops aimed at training government personnel to handle emerging cyber threats.

One of the key objectives of the partnership is to modernize Tripura’s digital ecosystem by ensuring that government services—particularly those involving public data, online transactions, and citizen-facing platforms—adhere to stringent security norms. The collaboration will help bridge existing gaps in cyber preparedness, strengthen department-level compliance, and cultivate a technologically skilled workforce capable of confronting sophisticated digital challenges.
Officials said the STQC Directorate will support the state in adopting frameworks such as ISO/IEC 27001 for Information Security Management Systems (ISMS), along with other MeitY-aligned security protocols required for secure service delivery. This includes audits, vulnerability assessments, penetration testing, and detailed evaluations of data security architecture.
“Through this partnership, Tripura seeks to improve the overall resilience of its digital infrastructure. Upgrading security mechanisms is essential for safeguarding critical data, ensuring uninterrupted digital services, and building public trust in technology-driven governance,” a senior DIT official stated.
The collaboration is expected to enhance the quality assurance process for digital systems deployed across state departments. With increasing adoption of online platforms for public services—including e-governance applications, digital certificates, payment systems, and mobile applications—the need for rigorous security oversight has become more pressing than ever.
Minister Roy also shared that the deliberations with the STQC leadership covered a wide range of subjects related to digital governance, cyber hygiene, and security audit mechanisms. He expressed optimism that the MoU will enable Tripura to position itself as one of the leading states in implementing national standards for information security and quality certification.

We had insightful deliberations on a range of subjects. A Memorandum of Understanding (MoU) was exchanged between the STQC Directorate, MeitY, Government of India, and the Directorate of Information Technology, Government of Tripura, for the implementation of information security standards through certifications, capacity building programmes, seminars, workshops and related initiatives.”
The state government believes that the initiative will not only strengthen Tripura’s cyber defence capabilities but also contribute to the broader national objective of securing India’s growing digital ecosystem. As cyber threats continue to rise globally, such collaborations have become essential to protect sensitive information, maintain service continuity, and uphold the integrity of digital governance structures.
