Tripura records over 80 percent Grade A Panchayats in PAI 2.0, marking a major leap in grassroots governance, infrastructure, and development performance, with 943 out of 1,176 local bodies achieving top rankings under the national assessment framework.
More than four out of every five village-level local bodies in Tripura have been placed in the highest performance category under the latest national assessment framework, marking a sharp improvement in grassroots governance across the state.
The Panchayat Advancement Index (PAI) 2.0, released by the Ministry of Panchayati Raj, shows that 943 out of 1,176 Gram Panchayats and Traditional Local Bodies (GPs/TLBs) in Tripura have secured ‘Grade A’ status. This represents over 80 percent of all local bodies in the state and reflects a dramatic rise from the previous edition, where only 42 Panchayats achieved the top grade.
Officials described the development as a significant milestone in strengthening decentralized governance. The PAI framework evaluates Panchayats based on multiple indicators, including infrastructure, social development, governance practices, and economic progress. The state has also achieved 100 percent onboarding of all Panchayats into the PAI system, covering eight districts and 58 administrative blocks.
Among the top performers, Jugal Kishorenagar Gram Panchayat in the Jampuijala block of Sepahijala district emerged as the best-performing local body, securing a PAI score of 88.44. Its performance is being viewed as a benchmark for other Panchayats aiming to improve service delivery and governance outcomes.
The report highlights variations in performance across different thematic areas. In Theme 1, which broadly focuses on poverty reduction and livelihood enhancement, 867 Panchayats achieved ‘A’ grade, while 221 fell into lower categories. Theme 2, which includes health and sanitation indicators, saw an even stronger showing, with 1,111 Panchayats in the top bracket and only 62 in lower tiers.
However, Theme 3, covering broader development parameters, showed a more mixed picture. While 417 Panchayats secured ‘A’ grade, a significant number—507—were placed in mid-level categories, indicating room for improvement. Similar disparities were observed in themes related to infrastructure, governance quality, and social security, where some areas recorded over 1,000 top performers while others lagged behind.
Several Panchayats were recognized for excellence in specific sectors. Shihnagar Gram Panchayat in Sepahijala district led in poverty-free initiatives and livelihood generation. Amtali Gram Panchayat in Gomati district topped the category of healthy Panchayats, while Chandinagar in Unakoti district was acknowledged for its child-friendly policies.

Other notable performers include North Dhanicherra in Unakoti district for water sufficiency, West Takcherra in Sepahijala for clean and green initiatives, and Paschim Jatan in Gomati district for self-sufficient infrastructure. Thakchara Gram Panchayat stood out in governance practices, while Balarampara in West Tripura district was recognized for its women-friendly initiatives.
The PAI 2.0 assessment is designed to benchmark grassroots governance and identify development gaps across sectors. The strong performance by a majority of Panchayats in Tripura underscores the state’s progress in decentralized administration, while also highlighting areas that require targeted interventions to ensure balanced and inclusive rural development.
