Tripura has emerged as one of India’s most consistent performers in grassroots governance, following the release of the Panchayat Advancement Index (PAI) 2.0 by the Ministry of Panchayati Raj on the occasion of National Panchayati Raj Day. The comprehensive assessment highlights the remarkable performance of the state’s 1,176 Gram Panchayats, many of which have secured top grades in national rankings.

The Panchayat Advancement Index serves as a critical evaluation tool to measure the progress of rural local bodies across multiple parameters. Under PAI 2.0, Panchayats are categorized into five performance levels based on composite scores: Achiever (A+), Front Runner (A), Performer (B), Aspirant (C), and Beginner (D). This structured classification system enables effective benchmarking, fosters competition, and encourages targeted development interventions at the grassroots level.

According to the 2023–24 report, a total of 3,635 Panchayats across India were classified as Front Runners (Grade A), while nearly 1.18 lakh were categorized as Performers (Grade B). Notably, Tripura has made a significant contribution to this achievement, with 943 Panchayats securing Grade A status and an additional 233 Panchayats earning Grade B.

The state’s performance stands out across key development sectors such as poverty alleviation, healthcare, sanitation, infrastructure, and governance. These achievements underscore a holistic approach to rural development, driven by effective planning, community participation, and transparent governance mechanisms.

Among the top-performing Panchayats, Jugal Kishore Nagar Panchayat in Sepahijala district’s Jampuijala subdivision has gained national recognition. With a score of 88.44, it is counted among the best-performing Panchayats in the country, reflecting excellence in multiple governance indicators.

Several other Panchayats from Tripura have also earned distinction for their thematic achievements. Shibnagar in Sepahijala district has been recognized for its success in poverty-free livelihood initiatives, while Paschim Sarbang in Gomati district has excelled in healthcare delivery. Kanchanbari in Unakoti district has been acknowledged for creating a child-friendly environment, and Uttar Dhanicherra, also in Unakoti, has demonstrated strong performance in ensuring water sufficiency.

Environmental sustainability has been another area of achievement, with Paschim Takarjala in Sepahijala district recognized for its clean and green initiatives. Uttar Taichama in South Tripura district has excelled in infrastructure development, while Thakchhara in Gomati district has been noted for its governance practices. Paharpur in Gomati has stood out in social security initiatives, and Baikunthapur in West Tripura has been recognized for promoting women-friendly programs.

Officials have stated that these recognitions reflect the state’s sustained commitment to strengthening democratic institutions at the grassroots level. The success of Panchayats in Tripura highlights their critical role in driving inclusive growth, ensuring service delivery, and empowering local communities.

The PAI 2.0 results have firmly placed Tripura in the national spotlight, showcasing a governance model that blends accountability with innovation. The state’s achievements not only set a benchmark for others but also reinforce the importance of participatory governance in achieving sustainable rural development across India.
