In response to the horrific death of lorry driver Mihirlal Debnath, the Tripura government on Tuesday suspended Teliamura Sub-Divisional Magistrate (SDM) Parimal Majumdar and issued a show-cause notice to Khowai District Magistrate Rajat Panth for gross and criminal administrative negligence that cost a man his life- which could very well be saved only if a little action was taken a little humanity was shown.

The action came after mounting public fury and widespread outrage over the utterly botched rescue operation, which saw Debnath trapped inside his crushed vehicle for over seven hours—fully conscious, in excruciating pain, and repeatedly pleading for help—as officials failed act or decided not to act.

Chief Minister Dr. Manik Saha announced the action on Wednesday and also ordered a three-member inquiry committee headed by the Secretary, Revenue (Relief, Rehabilitation, and Disaster Management) to investigate the incident.

The Human Rights Commission also took up the case.

A Death That Should Never Have Happened

The shocking incident struck on Tuesday near Teliamura, where a lorry accident left driver Mihirlal Debnath pinned inside his vehicle. What followed was a seven-hour ordeal, not just for the victim, but for an entire state watching helplessly as one man was left to die because no one in power responded effectively.

Despite early alerts, there was no emergency response team, no proper rescue equipment, and no coordination from the civil administration. The SDM, who was directly responsible for local coordination, failed to initiate or escalate the response. The District Magistrate also did neither take leadership nor act, even as Mihirlal’s life ebbed away in real time.

“We Had No Equipment,” Say Officials — But Public Isn’t Buying It

After the incident sparked a massive outcry, officials attempted to explain the collapse. Deputy Collector and Magistrate Anjan Das claimed they had “never encountered such a situation” before.

“Our tools are mostly meant for clearing trees during storms—not cutting through iron frames of trucks,” he said. “We are now trying to procure advanced rescue equipment.”

But this statement only intensified public anger. Why weren’t these tools already in place despite years of disaster preparedness funding? Even, why weren’t local car garage workshops approached for help with metal cutters? Why was there no medical team at the site, even though survival post-rescue would have depended on immediate care?

Most damning of all: why was Mihirlal not even given water or ORS as he lay trapped for seven hours under the sun?

Administration in Damage Control Mode

As public fury spilled onto social media, newspapers,  the Chief Minister moved swiftly. Along with the suspension and showcause notices, the government:

  • Announced ₹6 lakh in compensation to Mihirlal’s family — ₹4 lakh from Disaster Management Fund and ₹2 lakh from CM’s Relief Fund
  • Formed a high-level inquiry committee
  • Sent Ministers Tinku Roy and Santana Chakma to visit the grieving family

“We are committed to justice and ensuring such incidents never repeat,” CM Dr. Manik Saha said in a statement.

But Is That Enough?

Civil society, activists, and the general public have demanded more than just routine punishments. Many are calling it a systemic failure of emergency governance, and a wake-up call for a state that has repeatedly claimed to be disaster-ready.

This wasn’t a flood or an earthquake—it was a single rescue operation that needed basic coordination, fast decision-making, and human empathy. It got none.

Mihirlal Debnath’s death wasn’t a result of an accident. It was the result of administrative paralysis, callous indifference, and a system that failed him every step of the way.

The inquiry may deliver its report. Compensation may offer some relief to his family. But the question remains: when a man begged for life, why did the system choose to stay silent?
