A sweeping legislative push aimed at reshaping parliamentary representation and enhancing women’s political participation is set to transform India’s electoral landscape. The proposed changes, discussed in the Lok Sabha on Thursday, combine a significant increase in seats with targeted reservation measures, signaling one of the most ambitious structural reforms in recent decades.

Government sources highlighted that the plan includes a 50 per cent increase in the total number of Lok Sabha seats, alongside provisions for women’s reservation and a “quota within quota” framework for Scheduled Castes (SC) and Scheduled Tribes (ST) women. The move is being positioned as a step toward inclusive governance, ensuring representation across social and gender lines.

According to officials, the expansion would raise the strength of the Lok Sabha to 815 members. Out of these, 272 seats are expected to be reserved for women, fulfilling the one-third quota mandated under the earlier legislation passed in 2023. Authorities emphasized that the restructuring would not reduce the representation of existing male MPs or diminish any state’s share, as the expansion would proportionately increase seats across regions.

Union Minister of State for Law and Justice, Arjun Ram Meghwal, stated that the increase in seats is directly tied to the implementation of women’s reservation and the delimitation process. He clarified that the expansion aims to accommodate reservation requirements without displacing current political representation.

The delimitation exercise, a critical component of the reform, is expected to be based on Census 2011 data rather than waiting for future population figures. This shift is intended to accelerate implementation, potentially bringing the new structure into effect before the 2029 general elections. Assembly constituencies will also undergo similar restructuring, with projections indicating a rise from 4,123 to approximately 6,186 seats nationwide.

State-wise projections indicate notable increases in parliamentary representation. Uttar Pradesh is expected to see its Lok Sabha seats rise to 120, while Tamil Nadu could expand from 39 to 59 seats. West Bengal may reach 63 seats, Kerala 30, and Gujarat 39, reflecting population-based adjustments under the delimitation framework.

Political tensions have also surfaced around the proposal. Government sources criticized the ruling party in Tamil Nadu, accusing it of misrepresenting the legislation for political gain. They warned of electoral consequences for what they described as attempts to create confusion over the bill’s implications.

The constitutional amendment at the center of this reform — the Constitution (One Hundred and Thirty-First Amendment) Bill, 2026 — seeks to modify multiple provisions, including Articles 55, 81, 82, 170, 332, and 334(A). These changes are designed to facilitate both the increase in legislative seats and the operationalization of reservation policies.

Addressing the Lok Sabha during the debate, Prime Minister Narendra Modi underscored the transformative potential of the Women’s Reservation Bill. He stated that greater participation of women in policymaking would reshape the direction and condition of national politics, describing it as a pivotal moment in India’s democratic evolution.

Supporters of the reform argue that expanding legislative bodies while introducing structured reservation is essential for achieving equitable representation in a diverse society. Critics, however, have raised concerns about the timing of delimitation and its political implications, particularly in states with varying population growth rates.

As discussions continue, the proposed changes are likely to remain a focal point of national political debate, with far-reaching consequences for electoral dynamics, governance, and representation in the years ahead.
