Tripura Human Rights Commission has taken note of the recent Gandacherra violence especially inaction on the part of the authorities to arrest the culprits and served notice to the Director General of Police and the District Magistrate of Dhalai.
The THRC in its notice on July 15 last said the reports of largescale violence, arson , looting etc “shocked the conscience of this Commission” and then resented that there were news items ‘that no police case had yet been registered and no person had yet been booked for such ghastly offences and no relief had been provided to rehabilitate the helpless victims by the police or the administration and left them crying for help”.
“Nobody has yet taken any action to offer balm of relief to the affected peoples, as reported:, the THRC said.
The Human right panel said, the incident “violates the human rights, specially the right to life and right to live with dignity. In a democracy like India and especially in the state of Tripura, people live in peace and harmony and there is no place of such inhuman acts of violence. The administration needs to be very prompt and active to deal with the miscreants who indulge in such activities of taking law in hand for their whims and caprice and thereby let loose violence like medieval era”.
“….villagers, to save their lives have taken shelter inside the forest. It is also reported that victim people are extremely terrorized and are not in a position to resettle them”.
The THRC said, before initiating a formal inquiry, the Commission asked for a report from the DGP as to what action has been taken by the law enforcing agency to nab the offenders of such ghastly offences and whether any criminal case has been registered, and if so, under what penal sections and whether any miscreant has been arrested in connection with the alleged offence”.
The THRC directed the District Magistrate, Dhalai to “inquire into the incident through the civil agency and to submit a report as to what sorts of action has been taken to rehabilitate the victims and to settle them in the same position before the incident”. “How many families were affected and how many houses were gutted and looted should be specified”.
The THRC then cautioned: Inaction or negligence on the part of public servants in preventing the commission of violation of human rights is/are also actionable and, therefore, the notices are issued to submit the preliminary report within three weeks for further course of action”.
