The Centre has released Fifteenth Finance Commission grants to States for 2024–25 and 2025–26, with Tripura receiving full or near-full allocations across most years. Data highlights consistent fund flow under both 14th and 15th FC for rural development.
The Central Government has disbursed funds to States under the Fifteenth Finance Commission (15th FC) grants for Rural Local Bodies (RLBs) for the financial years 2024–25 and 2025–26, Union Minister Rajiv Ranjan Singh, also known as Lalan Singh, informed the Lok Sabha on Monday. The information was shared through a written reply, detailing the pattern of fund allocation and release to States, including Tripura, over the last several years.
According to the Ministry of Finance, the release of funds under the 15th FC is strictly governed by operational guidelines notified on July 14, 2021. These guidelines require States to submit Grant Transfer Certificates (GTCs) and comply with specific eligibility criteria before funds can be sanctioned. The Centre emphasized that allocation is not automatic; it depends on States fulfilling all mandatory conditions related to rural governance, transparency, financial accountability, and utilization reporting.
Tripura’s Strong Record Under the Fourteenth Finance Commission
The data placed before Parliament revealed that Tripura maintained a robust performance in securing funds under the previous Fourteenth Finance Commission (2015–16 to 2019–20). Across most years, the State received nearly its full entitlement, evidence of its consistent compliance with the norms laid down for rural local body strengthening.
The year-wise figures under the 14th FC for Tripura are as follows:
2015–16: Allocation ₹36.24 crore; Release ₹36.24 crore
2016–17: Allocation ₹56.76 crore; Release ₹56.76 crore
2017–18: Allocation ₹65.43 crore; Release ₹65.43 crore
2018–19: Allocation ₹75.53 crore; Release ₹67.07 crore
2019–20: Allocation ₹101.71 crore; Release ₹90.63 crore
Over the five-year span, Tripura’s total receipts under the 14th FC reached ₹335.67 crore, highlighting a steady flow of central financial support for rural development initiatives.
Consistent Allocations Under the Fifteenth Finance Commission
As of December 2, 2025, the Centre has released detailed year-wise allocations and disbursements to Tripura under the Fifteenth Finance Commission, which covers the period from 2020–21 to 2025–26. The figures once again show that Tripura has been receiving full or near-full allocations in every financial year.
The year-wise details are:
2020–21: Allocation ₹191 crore; Release ₹191 crore
2021–22: Allocation ₹141 crore; Release ₹141 crore
2022–23: Allocation ₹147 crore; Release ₹147 crore
2023–24: Allocation ₹148 crore; Release ₹148 crore
2024–25: Allocation ₹157 crore; Release ₹156.31 crore
2025–26: Allocation ₹153 crore (release pending)
These figures underline Tripura’s sustained ability to meet central requirements for RLB funding, ensuring uninterrupted financial support for rural infrastructure, sanitation, water supply, and other community-driven developmental works.
Total National Allocation Under 15th FC
Across all States, the cumulative allocation under the Fifteenth Finance Commission amounts to ₹48,573 crore for the five-year period. This significant funding aims to empower Rural Local Bodies by improving governance, service delivery, and grassroots-level development capacity.
The Centre reiterated that it releases funds only after verifying compliance with mandatory conditions such as online reporting of expenditure, timely audits, digital payment systems, and adherence to transparency norms. States that delay or fail to meet these conditions risk delays or reductions in fund release.
No Central Data on Beneficiary Count
While presenting the data, the Union Government clarified that it does not maintain records of the number of individuals or households directly benefiting from projects financed under these grants. The grants are intended for broad rural development activities executed by Panchayati Raj Institutions, and the quantification of household-level impact remains within the domain of implementing State authorities.
Strengthened Rural Governance Framework
The consistent release of funds to Tripura reflects both administrative capacity and compliance with federal financial protocols. With the 15th FC cycle nearing its final year, the State appears well-positioned to continue leveraging these grants to improve rural public services and infrastructure.
