Both Houses of Parliament Adjour Amid Opposition Protest Over SIR

Both the Houses of the Parliament have been adjourned for the day. The Rajya Sabha was adjourned as mark of respect after paying tributes to Senior Jharkhand Mukti Morcha leader and sitting MP Shibu Soren who passed away in New Delhi this morning, while the proceedings of the Lok Sabha marred following opposition protest over Special Intensive Revision exercise conducted in Bihar. 
When the Lok Sabha assembled after the first adjournment at 2 PM, the opposition parties trooped into the well, raising slogans in support of their demand to discuss SIR exercise. Parliamentary Affairs Minister Kiren Rijiju expressed displeasure over the protest of opposition MPs saying that it was decided in the Business Advisory Committee meeting to have discussion on National Sports Governance Bill 2025 and the National Anti-Doping (Amendment) Bill 2015. He termed these bills important for the sport sector and athletes. He said, this is not appropriate for the opposition to create ruckus in the House and disrupt the proceedings.
Youth Affairs and Sports Minister Mansukh Mandaviya said, National Sports Governance Bill 2025 is very important. He said, by creating good governance, the sports federation ecosystem will improve and strengthen. He urged the House to consider it for discussion and passing.
The Presiding Officer also termed these bills important saying that India is going to bid for the 2036 Olympics. He appealed to the protesting members to go back to their seats and allow the House to function to discuss these bills. He said, this is the third week of the Monsoon session and the House did not pass any bill so far due to the protest. The Presiding Officer also informed the House that Speaker Om Birla has taken cognizance of the chain snatching incident with Congress MP R Sudha. He said, directions have been issued to the Delhi Police to take strict actions against the culprit. As the ruckus continued, the Chair adjourned the House for the day.
Earlier, when the House met at 11 AM this morning, opposition MPs protested over the SIR and other issues. Lok Sabha speaker Om Birla tried to run Question Hour, but the opposition members started sloganeering demanding discussion on Special Intensive Revision. Mr Birla appealed to the opposition MPs to allow Question Hour saying that it is an important business and the opposition must participate in it. He stated that deliberate attempts to disrupt the proceedings of the House are not good for democracy. He also objected to the displaying of placards and a banner inside the House saying that such behaviour is against the Parliamentary rules. Amid the noisy scene, Labour and Employment Minister Mansukh Mandaviya replied to a question related to employment in government sector companies. Amid pandemonium, the Speaker adjourned the House till 2 PM.
In the Rajya Sabha when the House met at 11 AM, the members paid tribute to former Jharkhand Chief Minister and founder of the Jharkhand Mukti Morcha, and sitting MP Shibu Soren. Rajya Sabha Deputy Chairman Harivansh said, Shibu Soren was a senior and distinguished tribal leader who played a prominent role in the movement for the rights and upliftment of tribal communities. Harivansh said, throughout his life, he worked for the rights and welfare of the underprivileged. The Deputy Chairman said, Shibu Soren was elected for the Lok sabha eight times and was also three time Chief Minister of Jharkhand. He said, Shibu Soren played an important role in the movement for the formation of Jharkhand state. Later the House observed silence for a while, as a mark of respect to the departed leader before being adjourned for the day.
