Union Home Minister Amit Shah reviewed key initiatives to strengthen India’s cooperative banking sector, expand cooperative exports, and promote organic products through cooperatives. Discussions focused on cyber security, digital banking, Cooperative Bank of India (COBI), NCOL, NCEL, international market expansion, farmer income growth, and sustainable cooperative development.
Union Home Minister and Minister of Cooperation Amit Shah on Thursday chaired a series of high-level review meetings to assess the progress of national cooperative initiatives aimed at strengthening the cooperative banking ecosystem, promoting organic products through cooperative institutions, and expanding exports of cooperative-sector products.
According to an official statement, the meetings focused on enhancing the role of cooperative institutions in India’s economic development by leveraging technology, improving governance standards, strengthening cyber security infrastructure, and creating new opportunities for farmers and cooperative members through domestic and international market expansion.
During the review of the cooperative banking sector, Amit Shah examined various measures being undertaken to modernize cooperative banks across the country. Discussions centered on the adoption of advanced banking technologies, expansion of digital payment systems, improved governance frameworks, enhanced service delivery mechanisms, and stronger cyber security measures.
A significant part of the discussions revolved around the proposed Cooperative Bank of India (COBI), which is expected to play a crucial role in supporting and strengthening the cooperative banking sector in the years ahead. Officials presented updates on the proposed institution and discussed its potential contribution toward improving financial services, operational efficiency, and institutional support for cooperative banks nationwide.
The review also highlighted efforts to strengthen fraud prevention and cyber security capabilities within cooperative banks. Officials informed the Union Minister about the ongoing integration of MuleHunter.AI with the Indian Cyber Crime Coordination Centre (I4C). The initiative is expected to help cooperative banks identify suspicious financial activities more effectively and improve their preparedness against emerging digital threats.
Government officials stated that enhanced cyber security measures would contribute to building greater trust among customers using digital banking services offered by cooperative institutions. With the rapid growth of digital transactions across the country, strengthening cyber resilience has emerged as a major priority for the cooperative banking ecosystem.
Amit Shah emphasized the importance of greater cooperation among sectoral institutions and called for increased participation of cooperative banks in common service platforms. He underlined that modern banking technology, robust cyber security frameworks, and sustainable business models are essential for ensuring the long-term growth and stability of cooperative financial institutions.
The Union Minister also stressed the need for all Rural Cooperative Banks to become members of Sahakar Sarathi Private Limited (SSPL) and for all Urban Cooperative Banks to join the National Urban Cooperative Finance and Development Corporation Limited (NUCFDC). He encouraged these institutions to actively utilize the services and support mechanisms offered by these organizations.
According to the statement, Shah highlighted the future significance of COBI, SSPL, and NUCFDC in strengthening India’s cooperative banking network and enhancing its capacity to serve millions of members and customers across urban and rural areas.
In a separate review meeting, the Union Minister assessed the performance and future roadmap of the National Cooperative Organics Limited (NCOL) and the National Cooperative Exports Limited (NCEL). The discussions focused on expanding membership, increasing engagement with cooperative societies and producers, strengthening procurement systems, and enhancing marketing efforts for cooperative products.
Officials reviewed strategies aimed at building a stronger national ecosystem for organic products and cooperative exports. The meeting also examined market opportunities, future business development initiatives, and plans to improve the competitiveness of cooperative products in domestic and international markets.
Amit Shah reviewed proposals for expanding outreach through Central government agencies and accelerating the rollout of the Co-op Mark, a branding initiative intended to increase the visibility and recognition of products originating from the cooperative sector. Discussions also covered plans to enter new international markets and identify emerging opportunities that could strengthen the global presence of Indian cooperative products.
The Minister emphasized that NCOL should significantly expand its procurement operations by sourcing organic produce from a larger number of organic farmers across the country. Such measures, he said, would strengthen India’s organic agriculture ecosystem, promote sustainable farming practices, and enhance farmers’ incomes.
Officials noted that increasing procurement from organic farmers would also help create stronger market linkages and encourage greater adoption of environmentally sustainable agricultural methods. The move aligns with broader efforts to promote organic farming and improve livelihood opportunities in rural areas.
The review of NCEL focused on strengthening export opportunities for cooperative products and establishing stronger market linkages in international markets. The organization was encouraged to deepen engagement with member cooperatives and work closely with various Union Ministries and government departments to expand export opportunities.
The Minister also directed NCEL to identify niche and value-added products with strong export potential. By developing new international market opportunities, cooperative institutions would be able to access wider customer bases, improve profitability, and enhance their global competitiveness.

The review meetings reflected the government’s continued focus on strengthening the cooperative movement through technology-driven reforms, enhanced governance, stronger cyber security frameworks, expanded organic agriculture initiatives, and increased participation in global trade. Officials said these efforts are expected to contribute significantly to rural development, farmer welfare, financial inclusion, and the long-term growth of India’s cooperative sector.
