Tripura University report to the Sixteenth Finance Commission prioritizes AIIMS establishment in Tripura with ₹850 crore investment, highlighting healthcare transformation, economic growth, job creation, and improved fiscal sustainability for the northeastern state.
A new policy report prepared by researchers from Tripura University has identified the establishment of an All India Institute of Medical Sciences (AIIMS) in Tripura as the top development priority for strengthening the state’s fiscal health and long-term economic sustainability. The study, prepared for the Sixteenth Finance Commission of India, proposes an allocation of ₹850 crore for the establishment of the premier medical institution, describing it as a transformative investment for the state’s healthcare system and economic growth.
The research report was led by Professor Subhrabaran Das, Head of the Department of Economics at Tripura University, along with Kiran Bhowmik, a PhD scholar, and Srijan Debnath, a research assistant. Their findings suggest that developing an AIIMS campus in the northeastern state would significantly strengthen healthcare infrastructure while generating strong multiplier effects across multiple sectors of the economy.
According to the report, the proposed ₹850-crore investment represents more than half of the recommended ₹1,500-crore development package designed to enhance fiscal sustainability in Tripura through targeted sectoral investments. The researchers emphasize that a world-class medical institute would address several structural gaps in the state’s healthcare system, particularly in tertiary care and advanced medical treatment.
At present, many residents of Tripura are forced to travel to cities outside the state for specialized medical services, increasing both financial and logistical burdens on patients and families. The establishment of AIIMS within the state would significantly reduce this dependency by providing advanced medical treatment, specialized surgeries, and high-end diagnostic facilities locally.
Beyond improving healthcare access, the proposed institution is expected to become a major hub for medical education and research. By offering advanced training and academic opportunities, an AIIMS campus could help nurture a new generation of doctors, nurses, and healthcare professionals from the region. The report highlights that such an ecosystem would strengthen local human resources in the healthcare sector while promoting innovation and research in medical sciences.
The study further notes that the economic benefits of the project would extend far beyond the health sector. Large-scale infrastructure development associated with the construction and operation of the institute would create significant direct and indirect employment opportunities. Allied sectors such as pharmaceuticals, diagnostics, hospitality, housing, and medical tourism could also experience growth as a result of the project.
Researchers argue that improved healthcare infrastructure contributes directly to economic productivity. When citizens have access to quality healthcare services, the overall workforce becomes healthier and more productive, reducing economic losses caused by illness and high medical expenses. In the long run, this strengthens the state’s human capital and supports fiscal stability.
While the report also recommends balanced investments in tourism development, green energy initiatives, digital infrastructure, and medicinal research, it identifies the AIIMS project as the anchor initiative capable of driving structural transformation in Tripura’s economy.

The researchers also point out that institutional support from the state government could significantly enhance the feasibility of the project. With proper planning, transparent implementation, and effective monitoring of funds, the initiative could become a landmark development project for the state.
If implemented successfully, the proposed AIIMS would not only improve healthcare accessibility but also position Tripura as a regional center for medical excellence in Northeast India. Experts believe such a move could mark a historic milestone in the state’s journey toward inclusive growth, stronger fiscal resilience, and sustainable development.
