The National Governance Conference on Holistic Development of Districts – Transforming Governance for Viksit Bharat commenced in Jammu, bringing together senior administrators, policymakers, and development practitioners from across India. The conference aims to strengthen district-level governance by sharing successful administrative models and innovative practices that can be replicated across states.

The two-day event is being organized by the Department of Administrative Reforms and Public Grievances under the Ministry of Personnel, Public Grievances and Pensions, Government of India. Officials from multiple states participated in discussions focused on improving public service delivery, accelerating rural development, and enhancing governance mechanisms at the grassroots level.

During the first technical session, Tarit Kanti Chakma, Chief Executive Officer of the Tripura Rural Livelihood Mission (TRLM), shared valuable insights on effective district-level governance. Drawing from his administrative experience in Gomati District, Chakma outlined how a balanced approach combining qualitative analysis, quantitative data, and behavioral governance strategies can significantly improve development outcomes.

Chakma explained that governance reforms in Gomati district were implemented with a strong focus on integrated service delivery. Several initiatives were introduced to improve housing access, healthcare services, maternal and child welfare, and grievance redressal mechanisms. According to him, the emphasis was on building an administration that listens to citizens and responds efficiently to their needs.

One of the key aspects of the governance model was the use of data-driven decision-making combined with community participation. By closely monitoring progress indicators and encouraging public engagement, the administration was able to ensure transparency and accountability in developmental projects.

The success of this governance model brought national recognition to the district administration. The initiatives led by Chakma during his tenure contributed to the district receiving the prestigious Prime Minister’s Award for Excellence in Public Administration. The award recognizes innovative administrative practices that significantly improve governance and public service delivery.

Addressing the gathering, Chakma emphasized that sustainable development at the district level requires coordination among various departments, strong leadership, and active participation from local communities. He stated that integrated governance practices not only enhance service delivery but also strengthen trust between citizens and government institutions.

Senior officials attending the conference noted that the objective of the event is to create a national platform where administrators can exchange ideas and learn from each other’s experiences. By highlighting successful district-level governance models, policymakers hope to accelerate India’s broader development agenda under the vision of Viksit Bharat.
