A major national security threat has come to light after the National Investigation Agency (NIA) arrested an American mercenary and six Ukrainian nationals for allegedly running a covert operation in India’s sensitive northeastern region. The prime accused, Matthew Aaron VanDyke, along with six Ukrainian nationals—Maksym Honcharuk, Petro Hubra, Ivan Sukmanovskyi, Marian Stefankiv, Taras Slyviak, and Viktor Kaminskyi—has been taken into custody under stringent provisions of the Unlawful Activities (Prevention) Act (UAPA). Investigators say their activities point to a structured and long-term attempt to destabilize the Northeast.

Larger Network Under Scanner

While seven arrests have been confirmed, officials believe that at least nine more individuals may be linked to the network. The focus of the investigation has now shifted to identifying local facilitators who allegedly enabled the foreign operatives to carry out their activities.

According to NIA officials, such an elaborate operation—spanning multiple countries and involving sensitive equipment—could not have been executed without on-ground support. Authorities are now mapping connections within India to uncover the full extent of the network.

Cross-Border Training and Strategic Corridor

Initial findings reveal that the group had been active since 2024, frequently traveling across the India-Myanmar border to train Myanmar-based ethnic armed groups. The training included not just conventional combat tactics but also advanced drone warfare and electronic jamming techniques.

Investigators believe that the Northeast was being developed as a strategic corridor for foreign mercenaries. This corridor could potentially be used to train operatives for missions not only within India but also in other countries, raising serious global security concerns.

An official from the Intelligence Bureau described the development as a “dangerous precedent,” warning that the scale and sophistication of the network suggest a long-term agenda targeting regional stability.

Drone Smuggling and Use of Tourist Visas

One of the most alarming aspects of the case is the use of tourist visas by the accused to smuggle high-tech equipment, including drones and electronic jamming devices, from Europe into India. These tools were reportedly used to train insurgent groups in modern warfare techniques.

The issue had earlier been flagged by Lalduhoma in the state Assembly in 2024, where concerns were raised about suspicious foreign visitors. The current case has validated those concerns and prompted calls for stricter monitoring of international movement in the region.

Months of Surveillance Led to Arrests

The arrests were the result of a three-month-long surveillance operation conducted by the NIA, following an initial tip-off reportedly shared by Russian intelligence agencies. This international cooperation highlights the global dimension of the threat.

Officials say the accused were under constant watch before the agency moved in to dismantle the network. The operation underscores the increasing complexity of security challenges in the region.

Rising Concerns of Insurgency Revival

Security agencies are now warning of a possible revival of insurgency in the Northeast. The involvement of foreign nationals and the use of advanced technology indicate a new level of sophistication among anti-national elements.

Authorities believe that destabilizing the Northeast remains a strategic objective for certain foreign actors. The region’s delicate socio-political balance makes it particularly vulnerable to such attempts.
