Tripura hosts a two-day e-LISS software training for North Eastern States to boost digital livestock data management. Over 125 officials attend the ARDD-led event, enhancing skills in digital livestock survey, data analysis, and sustainable sector planning.
In a major step toward digital transformation in the livestock sector, a two-day training programme on the e-LISS (Electronic Livestock Integrated Sample Survey) software commenced on Friday at Pragna Bhavan, Agartala. The event, organized by the Animal Resources Development Department (ARDD), Government of Tripura, is part of the Integrated Sample Survey (ISS) initiative for North Eastern States, aiming to enhance digital capacity for accurate livestock data collection and analysis.
The programme was formally inaugurated by Shri Jagat Hazarika, Adviser (Stats/PC) & Chief Veterinary Officer, Department of Animal Husbandry and Dairying, Government of India. Senior officials from the central government, experts, and participants from across the North Eastern region attended the event, which also coincided with the 150th anniversary of India’s national song, “Vande Mataram.”
Empowering the North East with Digital Livestock Tools
Addressing the inaugural session, Shri Jagat Hazarika highlighted the crucial role of accurate livestock statistics in agricultural planning and national policy development. He explained that the Integrated Sample Survey (ISS) provides a reliable mechanism for estimating livestock populations, productivity, and sectoral trends. With the integration of the e-LISS software, the data collection process will now become faster, more transparent, and digitally accessible to policymakers and planners.
“Digital integration in livestock management is not merely a convenience but a necessity for ensuring efficiency, accuracy, and accountability in policy execution,” Shri Hazarika said.
The e-LISS platform is designed to standardize data collection processes, minimize manual errors, and provide real-time insights into livestock resources and productivity patterns. By enabling regional officers to input, monitor, and analyze data digitally, it marks a major shift toward evidence-based decision-making in the livestock sector.
Expert Sessions and Practical Demonstrations
The technical session was led by Dr. Prachi Misra Sahoo, Principal Scientist at the Indian Agricultural Statistics Research Institute (IASRI), New Delhi, who delivered an in-depth presentation on the functionalities, data architecture, and applications of the e-LISS software. She emphasized how the system integrates field-level data with national databases, ensuring consistency and reliability.
“e-LISS represents a significant leap forward in how livestock data is captured, validated, and utilized for national estimates,” Dr. Sahoo explained, showcasing live demonstrations of the platform’s features and analytical tools.
Over 125 officials representing the animal husbandry departments of Tripura, Assam, Meghalaya, Manipur, Mizoram, Nagaland, Arunachal Pradesh, and Sikkim are participating in the training. They will undergo hands-on sessions covering data entry, field-level validation, real-time monitoring, and report generation using the e-LISS interface.
Tripura’s Role in Regional Capacity Building
In his welcome address, Dr. N. K. Chanchal, IFS, Director of ARDD, Tripura, expressed pride in Tripura hosting this important regional event. He said the training underscores the state’s growing role as a hub for digital initiatives in livestock and agriculture.
“With the rapid adoption of digital tools like e-LISS, we are paving the way for a more transparent, data-driven approach to livestock development,” Dr. Chanchal noted. “Such initiatives not only improve statistical accuracy but also empower field officers and planners to make informed, real-time decisions.”
He further added that the collaborative effort between the central and state governments aims to ensure that every North Eastern state develops the technical capacity to manage livestock data independently.
A Step Toward Sustainable Livestock Planning
The e-LISS training is expected to enhance regional capacity and foster inter-state cooperation in digital livestock management. With accurate and timely data, states can better assess the productivity of cattle, poultry, and other livestock, thereby improving strategies for breeding, health care, and fodder distribution.
Officials attending the training will also serve as master trainers for their respective states, enabling a ripple effect of knowledge dissemination across the region.
The event concluded its first day with an interactive session on data validation protocols and digital troubleshooting. The programme will continue with field-level exercises and software testing sessions, ensuring participants gain practical expertise before implementation.

The initiative aligns with the Government of India’s broader vision of “Digital Agriculture Mission”—promoting technology-driven governance, efficient resource utilization, and sustainable growth in the livestock sector.
