A charged atmosphere marked proceedings in the Tripura Legislative Assembly as a special one-day session evolved into a wide-ranging debate on women’s political representation. Lawmakers from across party lines largely agreed on the need to enhance participation, yet diverged sharply on how and when reforms should be implemented.

The discussion was initiated by Government Chief Whip Kalyani Saha Roy, who introduced a motion urging all political parties to build consensus around the implementation of the Constitution (131st Amendment) Bill. The proposed legislation seeks to reserve one-third of seats for women in both the Lok Sabha and State Legislative Assemblies. The motion also called on the Union government to initiate delimitation based on the 2011 Census to facilitate the reservation framework.

Supporting the motion, Congress MLA Gopal Chandra Roy emphasized his party’s long-standing commitment to women’s empowerment. He referenced initiatives during the tenure of former Prime Minister Rajiv Gandhi that significantly expanded women’s participation in grassroots governance, particularly in Panchayati Raj institutions. Roy argued that an updated census and fair delimitation process are essential to ensure equitable representation for marginalized communities, including Scheduled Castes, Scheduled Tribes, Other Backward Classes, and minorities. While expressing caution against any misuse of delimitation for political gain, he reiterated that his party would support the bill if inclusivity remains central.

In contrast, CPI(M) legislator Shyamal Chakraborty raised concerns about the government’s intent, describing the proposal as politically driven. He contended that the principle of women’s reservation already enjoys widespread support and does not require prolonged procedural delays. According to Chakraborty, minor amendments to the existing 2023 framework could expedite implementation without waiting for delimitation exercises. He further criticized the ruling establishment for what he described as a gap between electoral promises and actual progress.

Chakraborty also drew attention to gender disparities in central government employment, noting that women constitute only around 11 percent of the workforce. He argued that meaningful empowerment must extend beyond legislative representation to include broader structural reforms in employment, education, and public policy.

Despite the differences, the debate revealed a shared acknowledgment among legislators that increasing women’s participation in governance is both necessary and overdue. However, disagreements over timing, procedural requirements, and political intent underscored the complexities involved in translating constitutional provisions into actionable policy.

The session ultimately highlighted a critical juncture in India’s democratic evolution—where consensus on principles coexists with contention over execution. As discussions around the Nari Shakti Vandan Adhiniyam continue at both state and national levels, the challenge remains to bridge political divides and deliver on the promise of inclusive representation.
