In a landmark and forceful response to the terror attack in Pahalgam, Jammu and Kashmir, that left 26 dead and dozens injured, Prime Minister Narendra Modi on Wednesday chaired a high-level meeting of the Cabinet Committee on Security (CCS), unveiling a series of unprecedented diplomatic and strategic actions against Pakistan.

The attack, which took place on April 22 and targeted a group of Indian and Nepali tourists in one of Kashmir’s most visited destinations, has been attributed to Pakistan-backed terror groups. According to government sources, the assault is being viewed as a deliberate attempt to destabilize the region just as Jammu and Kashmir witnesses a resurgence of democratic participation and developmental progress.

At the CCS meeting, PM Modi and top security and intelligence officials condemned the attack in the strongest terms. The committee offered deep condolences to the families of the victims and extended prayers for the speedy recovery of the injured. The gathering also evaluated the broader implications of the attack on regional peace and security and concluded that a firm and historic response was necessary to hold Pakistan accountable.

Diplomatic Retaliation: Indus Waters Treaty Suspended

In what is being described as a “watershed moment” in Indo-Pak relations, the Indian government has placed the Indus Waters Treaty of 1960 in abeyance. This decision effectively ends over six decades of water-sharing cooperation between the two nations. Officials confirmed that the treaty will remain suspended until Pakistan provides verifiable evidence that it has ceased support for terrorism emanating from its soil.

“This is not just a symbolic gesture,” a senior official stated. “This is a strategic recalibration. Terror and dialogue cannot go hand-in-hand.”

Border Closure: Attari Check Post Shut Down

In another major step, India has ordered the closure of the Attari Integrated Check Post (ICP), one of the principal land border crossings between the two countries. Pakistani nationals currently in India with valid travel documents have been given a deadline of May 1, 2025, to return to their country. Beyond this date, all overland travel between the nations will be suspended indefinitely.

SAARC Visa Scheme Cancelled for Pakistani Citizens

Further tightening the screws, India has revoked the SAARC Visa Exemption Scheme (SVES) for Pakistani nationals. Any SVES-linked travel documents already issued to Pakistani citizens have been cancelled, and those presently in India under this scheme must leave within 48 hours. Authorities described this as a measure to ensure “security and sovereignty” are not compromised by lax travel protocols.

Diplomatic Expulsions and Staff Reductions

Taking the confrontation into the diplomatic arena, India has declared Pakistan’s Defence, Military, Naval, and Air Advisors posted in its New Delhi High Commission as persona non grata, giving them one week to exit the country. In a reciprocal move, India is withdrawing its own military advisers and five support staff from its High Commission in Islamabad.

The CCS has also directed a sharp reduction in diplomatic personnel, with both countries expected to scale down their embassies to a skeletal staff of 30 officials each, down from the current complement of 55. This measure is to be implemented by May 1, 2025.

Global Reactions and Strategic Clarity

India’s swift and bold actions have drawn widespread international support. Several nations have issued strong condemnations of the Pahalgam attack and expressed solidarity with India’s resolve to fight terrorism. Foreign policy analysts see this as a shift in India’s strategy—from strategic restraint to calibrated retaliation.

“The Modi government is sending a clear message: there will be consequences for state-sponsored terrorism,” said a former Indian ambassador. “This is India asserting not only its right to defend itself but also to hold terror sponsors to account.”

Heightened Security and Justice for Victims

The CCS also directed all security agencies to maintain heightened alert levels across sensitive locations in the country. Special forces and intelligence units have been mobilized to track down those directly or indirectly involved in planning and executing the Pahalgam attack. Referring to recent successful extraditions such as that of Tahawwur Rana, the CCS reiterated India’s commitment to bringing the perpetrators and their financiers to justice, wherever they may be.

India’s stance marks a major departure from previous cycles of diplomatic engagement following terror incidents, signaling a new policy doctrine—zero tolerance, zero compromise. The government’s latest moves reflect a growing national consensus that terrorism must be tackled not only on the battlefield but also through decisive diplomatic, economic, and strategic isolation of those who enable it.

As the nation mourns the victims of the Pahalgam attack, it also stands united behind a leadership that has chosen action over appeasement, clarity over ambiguity, and justice over silence.
