The Union Finance Ministry has launched the Utkarsh RRB Reforms Agenda FY27 to modernise Regional Rural Banks, improve operational efficiency and expand financial inclusion. Tripura Gramin Bank Chairman Satyendra Singh attended the initiative aimed at strengthening rural India’s financial ecosystem.
The Department of Financial Services (DFS) under the Union Ministry of Finance has launched the ‘Utkarsh – RRB Reforms Agenda FY27’, a comprehensive roadmap aimed at modernising Regional Rural Banks (RRBs), improving operational efficiency and expanding financial inclusion across rural India. Tripura Gramin Bank (TGB) Chairman Satyendra Singh attended the programme along with senior banking officials and professionals from across the country.
The reform agenda was unveiled by Sanjay Lohiya, Secretary of the Department of Financial Services, Ministry of Finance, Government of India. The initiative seeks to strengthen the institutional capacity of Regional Rural Banks and equip them to meet the changing financial needs of rural households, farmers, small entrepreneurs and underserved communities.
The programme reflects the Centre’s broader vision of building a developed India, or Viksit Bharat, by ensuring that rural communities have better access to formal financial services and opportunities for economic growth.
At the heart of the Utkarsh agenda is a strategy focused on improving service delivery, promoting technological innovation, enhancing institutional efficiency and supporting sustainable growth. The framework aims to help RRBs become more responsive, resilient and technology-driven institutions while retaining their vital role in grassroots economic development.
Regional Rural Banks have long served as an important link between the formal banking system and rural communities. They provide essential banking and credit services to farmers, small business owners, self-employed individuals and economically weaker sections. Their presence in rural and semi-urban areas makes them particularly important for extending financial services to people who may have limited access to conventional banking facilities.
Through the new reform agenda, the Department of Financial Services intends to strengthen the ability of these banks to support rural livelihoods, facilitate productive investments and broaden access to banking services. Improved operational performance and more efficient service delivery are expected to help RRBs respond more effectively to the requirements of customers across rural India.
Technology-driven banking is another important element of the broader reform vision. As customer expectations and financial needs continue to evolve, modern banking systems and innovative service models can help institutions improve accessibility, operational efficiency and the overall customer experience. The agenda seeks to encourage Regional Rural Banks to adapt to these changes while maintaining their focus on inclusive banking.
The participation of Tripura Gramin Bank Chairman Satyendra Singh highlights the involvement of the state’s rural banking sector in the national reform initiative. As a Regional Rural Bank serving Tripura, TGB forms part of the wider institutional network through which rural households, agricultural communities and small enterprises access formal financial services.
The Utkarsh agenda also aligns with the national objective of building a more inclusive financial ecosystem in which economic opportunities extend beyond major urban centres. Strengthening rural banks can support agricultural activities, entrepreneurship, savings and access to institutional credit, contributing to local economic development.

Banking professionals view the reform initiative as an important step in the continuing transformation of India’s rural banking system. However, its long-term impact will depend on how effectively the proposed priorities are translated into operational improvements, stronger customer services and greater financial access.
With the launch of the Utkarsh – RRB Reforms Agenda FY27, the Union Finance Ministry has reaffirmed the strategic importance of Regional Rural Banks in India’s development journey. The initiative aims to position these institutions as stronger partners in rural prosperity, livelihood creation and financial inclusion, supporting the broader goal of a developed and self-reliant India.
