CM Dr. Manik Saha reviewed the second-phase promotion process for eligible state employees, focusing on fair opportunities, regularisation of ad-hoc promotions, and resolving pension-related issues affecting retired government staff.
Efforts to streamline the promotion process for state government employees received renewed attention on Friday as Chief Minister Manik Saha chaired a high-level meeting at the Secretariat to review the second phase of promotions for eligible employees.
The meeting focused on ensuring that government employees who have long awaited career advancement receive fair promotional opportunities within the state administration. Senior officials discussed various administrative and legal aspects related to the promotion process, which has remained a major concern among employees for several years.
According to official sources, the government has continued to prioritise employee welfare and administrative reforms while addressing complications linked to pending promotions. The issue had remained unresolved for a prolonged period due to a case pending before the Supreme Court, resulting in many employees being deprived of promotion-related benefits and financial advantages.
The prolonged delay created dissatisfaction among sections of government employees who were unable to progress in their careers despite years of service. In response to the situation, the state government introduced an ad-hoc promotion policy aimed at reducing stagnation within various departments.
The policy enabled a significant number of employees to receive promotions and resume career progression after years of uncertainty. Officials stated that the government took special care while implementing the policy to ensure that the interests and rights of Scheduled Caste and Scheduled Tribe employees were protected in accordance with existing provisions.
Sources further stated that the government later moved towards regularising the ad-hoc promotions after extensive discussions involving the Advocate General and senior administrative authorities. The state cabinet, under the leadership of Dr. Saha, approved measures to regularise these promotions in order to provide stability and long-term benefits to employees who had earlier received temporary promotional status.
Apart from addressing the concerns of serving employees, the government has also initiated steps to resolve pension-related complications faced by retired staff members. Several retired employees reportedly encountered difficulties in securing pension benefits linked to their promotions due to the prolonged legal and administrative delays.
Officials indicated that resolving these pending issues remains an important priority for the administration. The government is now focusing on employees who are yet to receive promotional opportunities under the ongoing process.
The latest review meeting is being viewed as part of the state government’s broader effort to improve administrative efficiency and employee morale. Employees’ organisations and various administrative departments are closely monitoring further developments related to the implementation of the second phase of promotions.
