Tripura emerged as a high performer in the LEADS 2025 logistics index, reflecting strong logistics growth, improved infrastructure, and consistent policy reforms alongside leading Indian states driving export efficiency and economic expansion.
Tripura has earned national recognition after being placed among the “high performers” in the Logistics Ease Across Different States (LEADS) 2025 report released by the Union Ministry of Commerce and Industry on Wednesday. The achievement highlights the northeastern state’s growing strength in logistics services, infrastructure development, and policy-driven reforms aimed at boosting trade and economic growth.
The LEADS 2025 report, published by the Department for Promotion of Industry and Internal Trade (DPIIT), evaluates the logistics ecosystem across states and Union Territories. The assessment measures factors such as infrastructure quality, service delivery, regulatory efficiency, digital systems, and the ease of movement of goods. The ranking is considered a major indicator of how effectively states support exports, industrial expansion, and overall economic activity.
Tripura was included in the “high performers” category alongside several prominent states and Union Territories, including Gujarat, Kerala, Maharashtra, Haryana, Telangana, Chhattisgarh, Bihar, Meghalaya, Jammu and Kashmir and Puducherry. According to the report, these states and UTs demonstrated strong and consistent outcomes across most logistics performance indicators.
The recognition is being viewed as a significant milestone for Tripura, especially as northeastern states continue to focus on connectivity, transport modernisation, border trade, and industrial development. Improved road networks, better transport systems, and enhanced coordination between departments are believed to have contributed to the state’s improved ranking.
The report identified Tamil Nadu, Uttar Pradesh, Mizoram and Delhi as “exemplars,” the highest-performing category in the country. These states and Union Territories were recognised for sustained excellence in logistics policy, infrastructure, regulatory systems, and service delivery mechanisms.
Commerce and Industry Minister Piyush Goyal released the report in New Delhi and highlighted the importance of logistics reforms in strengthening India’s economic competitiveness. The LEADS framework serves as the Centre’s flagship benchmarking mechanism to encourage states and UTs to improve logistics efficiency and reduce transportation-related bottlenecks.
The report also categorised 18 states and Union Territories as “accelerators,” reflecting regions that have shown strong reform momentum in recent years. The list includes Andhra Pradesh, Odisha, Karnataka, Punjab, Assam, Nagaland, Arunachal Pradesh and Manipur among others.
Meanwhile, West Bengal, Rajasthan, Sikkim and Andaman and Nicobar Islands were placed in the “growth seekers” category, which represents states and UTs still developing foundational logistics systems and institutional capabilities.

Tripura’s inclusion among the country’s high-performing logistics regions is expected to strengthen investor confidence and support future industrial and export-oriented initiatives. The recognition also reflects the growing importance of northeastern states in India’s broader economic and connectivity strategy.
