A major political transition unfolded in West Bengal on Thursday after Governor R. B. Ravi officially dissolved the state Legislative Assembly following the declaration of the Assembly election results that delivered a sweeping two-thirds majority to the Bharatiya Janata Party (BJP).

The announcement was made through a statement issued by Lok Bhaban, formerly known as Raj Bhavan, shortly after the Election Commission completed the counting process for the recently concluded state polls held on May 4. The BJP’s emphatic victory marked a dramatic shift in the political landscape of West Bengal, ending years of dominance by the Trinamool Congress (TMC).

According to the statement issued by the Governor’s office, the dissolution of the Assembly was carried out under the constitutional authority granted to the Governor through sub-clause (b) of Clause (2) of Article 174 of the Constitution of India. The statement further clarified that the order had come into effect immediately in accordance with constitutional provisions.

The development gained further political significance after outgoing Chief Minister Mamata Banerjee announced that she would not formally submit her resignation to the Governor. She argued that the election outcome did not represent the “true reflection of public mandate,” raising questions over constitutional convention and the transfer of power process in the state.

Despite her refusal to resign formally, constitutional experts pointed out that the dissolution of the Legislative Assembly automatically ends the tenure of the existing Council of Ministers. Legal analysts explained that once the Assembly ceases to exist, the state Cabinet also loses its constitutional standing, effectively making Mamata Banerjee the former Chief Minister of West Bengal.

The unusual political situation has sparked debate over who will administer the state during the interim period before the swearing-in ceremony of the new government scheduled for Saturday morning. The oath-taking ceremony is expected to be attended by Prime Minister Narendra Modi, Union Home Minister Amit Shah, senior BJP leaders, and several chief ministers from BJP-ruled states.

Political observers noted that the present constitutional uncertainty emerged because no precedent exists in recent state politics where a defeated Chief Minister, whose party also lost power, declined to submit a resignation after the election results.

Legal experts have suggested two possible constitutional options for the interim period. One possibility is that the Governor could directly oversee the administration until the new government takes office. Another option could involve recommending a brief period of President’s Rule to ensure constitutional continuity until the formation of the new Cabinet.

The BJP’s decisive electoral performance has already triggered celebrations across several parts of the state, with party workers calling the mandate a “historic political transformation.” Meanwhile, the Trinamool Congress leadership has remained critical of the election process and continues to question the legitimacy of the outcome.

As the state prepares for the formation of a new government, the focus now shifts toward the upcoming swearing-in ceremony and the administrative transition expected to redefine West Bengal’s political direction after one of the most dramatic election outcomes in recent years.
