Manipur extends internet ban in five Imphal Valley districts till April 18 amid law and order concerns after deadly Bishnupur blast, as authorities curb misinformation, relax curfew hours, and intensify security while protests continue demanding justice.
Mobile internet and data services will remain suspended across five districts in Manipur until April 18, as authorities continue efforts to prevent the spread of misinformation and maintain public order amid ongoing tensions in the region.
The state government on Thursday issued fresh orders extending the ban across the Imphal Valley districts of Imphal West, Imphal East, Thoubal, Kakching, and Bishnupur. The decision follows a review of the prevailing law and order situation, with officials citing persistent concerns about the misuse of digital platforms.
According to a notification issued by Commissioner-cum-Secretary (Home) N. Ashok Kumar, the suspension of mobile internet, data services, and even VPN access is necessary due to the limited technical capability to regulate the flow of online content effectively. Authorities fear that unverified information, rumors, and inflammatory content circulating on social media could further destabilize the already fragile situation.
The internet shutdown was initially imposed for three days on April 7, shortly after a deadly bomb attack in Bishnupur district. The incident, allegedly carried out by suspected Kuki militants, resulted in the deaths of two children and left their mother seriously injured. The attack triggered widespread outrage and heightened tensions across the valley districts.
Since then, the restrictions have been extended multiple times in phases, typically for short durations of two days, reflecting the administration’s cautious approach in dealing with the volatile situation. Officials have maintained that the step is essential to prevent escalation and ensure public safety.
The government’s notification emphasized the risks associated with unchecked digital communication during sensitive periods. It warned that the spread of false information and bulk messaging could lead to the rapid mobilization of crowds, potentially resulting in violence, arson, and damage to both public and private property. Authorities stressed that existing mechanisms are insufficient to fully control such risks in real time.
Strict enforcement measures have also been put in place, with officials warning that any violation of the internet ban orders would invite legal action. The move underscores the administration’s firm stance on maintaining order and preventing further unrest.
In parallel, district administrations have introduced limited relaxations in curfew restrictions under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. Across most of the affected districts, residents are allowed to step out between 5 a.m. and 5 p.m. to carry out essential and urgent activities. However, in Bishnupur district, the relaxation window is shorter, from 5 a.m. to 10 a.m., reflecting heightened sensitivity in the area.
Authorities have made it clear that even during the relaxation period, carrying weapons of any kind is strictly prohibited. This includes sticks, stones, unlicensed firearms, or any object that could be used offensively. The restrictions aim to minimize the risk of clashes and ensure that daily activities proceed without disruption.
Shops and retail establishments have been permitted to operate during the relaxation hours, providing some relief to residents who have been grappling with restrictions for over a week. However, the atmosphere remains tense, with security forces maintaining a strong presence across key locations.

Meanwhile, public anger over the April 7 attack continues to simmer. Thousands of people, including women and members of civil society organizations, have been staging daily protests across the valley districts. Demonstrators have condemned the attack and are demanding stringent action against those responsible.
The investigation into the bombing has been handed over to the National Investigation Agency, signaling the seriousness of the incident and the government’s intent to ensure a thorough probe. Authorities are hopeful that swift investigative progress will help restore public confidence and contribute to long-term stability in the region.
