UN Secretary-General António Guterres warns of potential wider conflict after US-Israel strikes on Iran spark Gulf retaliation. Security Council divisions deepen as Washington, Tehran, Moscow, and Tel Aviv exchange sharp accusations over regional stability and nuclear tensions.
The United Nations Secretary-General António Guterres has warned of a “potential wider conflict with grave consequences for civilians and regional stability” following the latest escalation in the Middle East. His remarks came during an emergency session of the United Nations Security Council, where deep divisions between major powers prevented any immediate action.
The emergency meeting was convened after a coordinated military strike by the United States and Israel targeted Iranian positions, prompting swift and broad retaliation by Iran across the Gulf region. The developments have sharply increased fears of a regional war in what Guterres described as “the most volatile region of the world.”
Addressing the Council on Saturday, Guterres cautioned that “military action carries the risk of igniting a chain of events that no one can control.” He stressed that the consequences of such escalation would extend beyond the immediate parties involved, potentially destabilizing the broader Middle East and endangering civilian populations.
Diplomacy “Squandered”
The UN chief expressed regret over the collapse of recent diplomatic efforts. He referred to negotiations held in Geneva last week between the United States and Iran, facilitated by Oman as an intermediary. A technical meeting on nuclear-related issues had also been scheduled in Vienna for the coming week.
“I deeply regret that this opportunity of diplomacy has been squandered,” Guterres told the Council, calling on both sides to exercise restraint and immediately agree to a ceasefire. He emphasized that diplomacy remains the only viable path to resolving tensions surrounding Iran’s nuclear program and regional security concerns.
US Defends Military Action
The US Permanent Representative to the United Nations, Mike Waltz, defended the strikes, calling them a necessary response to ongoing threats. He stated that the United States acted with a “focused strategic objective” to dismantle elements of Iran’s missile systems that allegedly posed dangers to neighboring states.
“This is a matter of global security,” Waltz told the Council, asserting that the US would ensure “the Iranian regime can never, ever threaten the world with a nuclear weapon.” He accused Iran of engaging in “persistent aggression and violence” that could not be ignored.
Washington maintains that the operation was preemptive and intended to curb what it describes as Iran’s destabilizing influence across the region.
Iran Accuses US and Israel of War Crimes
Iran’s Permanent Representative, Amir Saeid Iravani, strongly condemned the joint US-Israel operation. He accused both countries of committing war crimes and crimes against humanity by targeting civilian areas.
“The invocation of ‘preemptive attack’ and claims of imminent threat are unfounded legally, morally and politically,” Iravani said. He rejected allegations that Iran’s nuclear program has military ambitions, insisting it remains peaceful and within international legal frameworks.
Iran warned that its retaliation was justified under its right to self-defense and blamed Washington and Tel Aviv for escalating tensions.
Russia Condemns ‘Unprovoked Aggression’
Russia aligned itself with Iran during the heated session. Moscow’s Permanent Representative, Vassily Nebenzia, described the US-Israel strikes as “another unprovoked act of armed aggression against a sovereign and independent UN Member State.”
Nebenzia argued that the military action threatens to engulf the entire region in instability. He referenced past remarks made by JD Vance, who in 2023 had characterized the Iraq War as “unforced” and a costly mistake for both Iraqis and Americans.
“However, as it turned out, this lesson was never learned,” Nebenzia said, suggesting parallels between the current situation and past US interventions in the Middle East.
Israel Says It Is Preventing Extremism
Israel’s ambassador to the UN, Danny Danon, defended his country’s actions, pointing to frequent anti-US and anti-Israel rhetoric from Iranian leaders.
“We are stopping extremism before it becomes unstoppable,” Danon stated, framing the strikes as a preventive measure to safeguard Israel’s national security and regional stability.
Security Council Paralysis
Despite intense debate, the Security Council remained polarized, with the United States and Israel on one side and Iran and Russia on the other. The deep divisions effectively paralyzed the Council, making collective action or a binding resolution unlikely.

Diplomatic observers noted that without consensus among permanent members, the Council is unlikely to adopt any meaningful measures. As tensions simmer and military exchanges continue, the UN chief’s warning underscores growing fears that the current flare-up could spiral into a broader and uncontrollable regional conflict.
