The Tripura government has begun implementing a series of stringent road safety measures across the state. These include the much-debated ‘No Helmet, No Petrol’ and ‘No Helmet, No Attendance’ policies, aimed at enforcing helmet use among two-wheeler riders and pillion passengers. Officials said the measures are part of a broader strategy under the Motor Vehicles Act to reduce road accidents and fatalities.

A senior official from the Transport Department confirmed that several initiatives have already been rolled out. “North Tripura and South Tripura districts have started implementing the ‘No Helmet, No Petrol’ policy. The remaining six districts will soon follow,” the official said, adding that the state government is committed to ensuring uniform enforcement across Tripura.

In South Tripura, District Magistrate Muhammad Sajad P. issued a formal notification directing all heads of offices and departments to strictly enforce the ‘No Helmet, No Attendance’ policy from Saturday. The circular stated that the decision was taken following a recent high-level state review meeting on road safety.

According to the notification, any government employee arriving at the workplace on a two-wheeler, either as a rider or pillion passenger, without wearing a protective helmet will be denied attendance registration for the day. Departments have also been instructed to prominently display signage related to the directive within office premises. Violations of the policy will invite penalties under relevant provisions of the law, the circular warned.

To ensure effective implementation of the ‘No Helmet, No Petrol’ policy, the District Magistrate said that adequate police personnel would be deployed at petrol pumps. Their role will be to monitor compliance and prevent the sale of fuel to two-wheeler users not wearing helmets.

Alongside enforcement, the state has intensified its focus on public awareness. District administrations and state police authorities have launched comprehensive road safety campaigns titled ‘Safe Helmet, Safe Journey’ and ‘Safe Journey, Safe Life’. These campaigns aim to educate citizens about traffic rules, the importance of protective gear, and responsible driving behaviour.

Special awareness programmes are being conducted at schools, colleges, marketplaces, and major road junctions. Traffic police officials, transport department staff, civil defence volunteers, non-governmental organisations, and community members are working together to spread awareness. Rallies, public discussions, outreach programmes, and extensive use of social media platforms are being employed to promote traffic discipline.

In line with guidelines issued by the Ministry of Road Transport and Highways, all district administrations in Tripura have adopted the ‘Zero Fatality Month’ plan. The initiative seeks to bring road accident-related deaths down to zero through a combination of strict enforcement, awareness, and improved infrastructure.

Chief Minister Manik Saha has taken a keen interest in the road safety drive. While chairing a review meeting on road safety last week, he directed all concerned departments to adopt the ‘Gujarat model of road safety’ to help create an accident-free road network in Tripura. The Gujarat model focuses on the integrated use of advanced technology, strict law enforcement, and swift post-accident rescue supported by immediate medical care.

“The Chief Minister has asked officials to incorporate these elements into Tripura’s road safety framework,” a Transport Department official said. Although Tripura’s road accident figures are better than the national average, the Chief Minister cautioned against complacency and stressed that zero fatalities must remain the ultimate goal.

To enhance pedestrian safety, especially in Agartala, CM Saha directed authorities to expedite the construction of footpaths on both sides of major roads. He also called for the wider deployment of CCTV cameras, GPS-based vehicle tracking systems, and speed guns at accident-prone locations to improve traffic monitoring and curb violations.

Director General of Police Anurag shared encouraging data that reflects the impact of recent measures. Total road accident cases declined by 8.82 per cent, from 578 in 2024 to 527 in 2025. Fatal accident cases fell by 14.55 per cent, from 213 to 182, during the same period. Deaths due to road accidents dropped by 12.8 per cent, from 226 to 197.

Non-fatal accident cases also decreased by 5.47 per cent, from 365 to 345, while the number of injured persons fell by 2.57 per cent, from 622 to 606. Officials believe that sustained enforcement, combined with public cooperation, will further accelerate this downward trend.

With strict policies, technology-driven monitoring, and large-scale awareness campaigns, Tripura is positioning itself as a state determined to prioritise road safety and save lives.
