Tripura Governor Indrasena Reddy Nallu highlights falling crime rate and rising conviction rate in Assembly speech. State records 8.33% crime decline and 68.25% conviction rate while announcing major developments in health, welfare, banking and rehabilitation initiatives.

The Governor of Tripura, Indrasena Reddy Nallu, on Friday praised the achievements of the state government while delivering his customary address on the opening day of the ninth session of the Tripura Legislative Assembly.

In his speech, the Governor highlighted significant improvements in law and order, welfare programmes, economic growth, and infrastructure development across the state.

Crime Decline and Conviction Rate Increase

According to the Governor, Tripura witnessed a notable improvement in its criminal justice system following the implementation of new criminal laws. The conviction rate rose to 68.25 percent between January and November 2025, marking a sharp increase from earlier years.

He noted that the conviction rate had already shown steady improvement earlier in the year. It increased from 29.47 percent during January–June 2024 to 60.50 percent during July–December 2024, reflecting the strengthening of law enforcement and judicial processes.

The Governor also informed the Assembly that overall crime in the state decreased by 8.33 percent between April and November 2025 compared to the same period in 2024.

The reduction was observed across multiple categories of offences. Property-related crimes declined by 18.51 percent, crimes against women dropped by 11 percent, rape cases decreased by 33 percent, murder cases fell by 26 percent, and incidents of hurt and assault declined by 10 percent.

Strong Action Against Drug Trafficking

Highlighting the government’s anti-drug campaign under the Nesha Mukt Tripura initiative, the Governor stated that authorities registered 350 cases under the NDPS Act against 515 accused persons between April and November 2025.

During the same period, law enforcement agencies seized large quantities of narcotics and contraband substances. The confiscated items included 22,606.50 kilograms of ganja, 2,11,141 bottles of cough syrup, 6,06,379 tablets, and 1,937.88 grams of heroin or brown sugar.

In addition, a massive crackdown on illegal cannabis cultivation led to the destruction of 2,10,36,700 ganja plants and saplings by November 2025, which was 74.45 percent higher than the previous year.

Welfare Measures and Rehabilitation Initiatives

The Governor also highlighted several welfare schemes implemented by the state government. Under the Tripura Victim Compensation Scheme, 2018, a total of Rs 34.50 lakh was disbursed to 11 victims through direct benefit transfer.

Additionally, 15 women survivors of sexual assault and other crimes received Rs 54.45 lakh under a separate compensation programme, aimed at providing financial support and rehabilitation.

In a separate initiative for workers, 3,288 tea garden workers received 131.52 acres of land under the Mukhyamantri Cha Shramik Kalyan Prakalpa, a programme designed to improve the socio-economic conditions of tea plantation labourers.

Steps Toward Disaster Preparedness

To strengthen disaster forecasting and early warning systems, the state government plans to install 240 automated weather stations across Tripura at an estimated cost of Rs 36 crore.

These stations are expected to significantly improve weather monitoring and disaster management capabilities in the region.

Progress in Bru Rehabilitation

The Governor also spoke about the rehabilitation of displaced families from the Bru community. According to him, 6,911 ration cards and 30,267 Aadhaar cards have been issued to rehabilitated families, while 2,989 individuals received skill development training to support long-term livelihood opportunities.

Economic and Banking Growth

The Governor informed the Assembly that tax collections in the state showed steady performance during the 2025–26 financial year. Up to October 2025, the state collected Rs 994.23 crore under GST, Rs 281.40 crore under VAT, Rs 271.48 crore from excise duty, and Rs 26.85 crore through professional tax.

He also noted the expansion of the banking network across the state. As of September 2025, 31 banks operated 614 branches and 593 ATMs, with the credit-deposit ratio standing at 50 percent.

Major Developments in the Health Sector

In the healthcare sector, the state government signed a memorandum of understanding with All India Institute of Medical Sciences to upgrade the Agartala Government Medical College.

An agreement was also signed with the MOHAN Foundation to promote organ transplantation facilities in the state.

Several major healthcare infrastructure projects are currently underway. These include a 200-bed maternal and child health building, a 20-bed CSR special ward supported by Oil and Natural Gas Corporation, and a 100-bed critical care block with a communicable disease centre.

Budget Session Begins

The budget session of the Assembly officially began on Friday. The state’s Finance Minister, Pranajit Singha Roy, is scheduled to present the Tripura Budget for the 2026–27 financial year on March 16.
