Chief Minister Prof. Dr. Manik Saha of Tripura presented several key initiatives and developments undertaken by the state government at the NITI Aayog meeting in New Delhi, chaired by Prime Minister Narendra Modi.

Vision Document: LAKSHYA 2047

In the Governing Council meet of NITI Aayog, Dr. Saha highlighted the state’s Vision Document, LAKSHYA 2047, which aims to turn Tripura into a fully developed state. To achieve this, the state has implemented various transformative steps, such as enhancing connectivity by making Tripura the gateway to the Northeast region through the Prime Minister’s HIRA Plus Model.

Transformative Steps and Achievements

The Chief Minister pointed out several achievements of the state government:

  • Capital Expenditure Enhancement: Efforts to bring about Ease of Doing Business and Ease of Living.
  • e-Office Introduction: Implemented up to Gram Panchayat level.
  • Beneficiary Management System (BMS): Facilitates Direct Benefit Transfer (DBT) for state-run welfare schemes.
  • Good Governance Department: Established to oversee these initiatives.
  • State Institution for Transformation (SIT): Created as per NITI Aayog’s mandate.

Industry and Investment

Dr. Saha emphasized the state’s focus on:

  • Reducing Workforce Dependency on Agriculture: By 50 percent.
  • Increasing Trade and Commerce: Through Bangladesh and other Indian states up to Rs 1 lakh crore.
  • Boosting Tourism: Aiming for tourism to contribute up to 15 percent to the GSDP by 2047.

Infrastructure, Communication, and Logistics

The government’s vision includes:

  • 80% Agricultural Land Area Under Irrigation.
  • 4-lane Road Connectivity: To all important destinations.

Environment, Forest, and Climate Change

The state aims to:

  • Increase Forest Produce Value: Fivefold.
  • Improve Very Dense Forest Composition: To 40%.
  • Enhance GSDP Contribution: Up to 25%.
  • Increase Water Bodies in Forest Areas: 2.5 times.
  • Boost Agar-Wood Economy: To Rs 10,000 crore.

Governance and Digital Society

The state government is emphasizing making Tripura a digital society. Actions have been taken on issues discussed in the 8th General Council Meeting of NITI Aayog, including:

  • Promotion of Industrial Investment: Through the “Tripura Industrial Investment Promotion Incentive Scheme.”
  • Ease of Doing Business: Via the “SWAGATPORTAL” online single window portal.

Tourism and Skill Development

Dr. Saha mentioned several initiatives:

  • Promotion of Tourism: Multiple steps taken.
  • Skill Development: 19 Industrial Training Institutes set up under PM Vishwakarma and Deen Dayal Upadhyay Gramin Kaushal Yojana (DDUGKY).

Women Empowerment

The state has taken significant steps:

  • 33% Reservations for Women in State Government Jobs.
  • Collateral-Free Loans: For women startups.
  • Reduction in Stamp Duty: In property registration.
  • No Tuition Fee: For girl students in government degree colleges.
  • Self Help Groups: 4.71 lakh rural women mobilized, 83,424 ‘Lakhpati Didis’ in rural areas.
  • ‘Pink Toilets’: Introduced in urban local bodies for women and girls.

Health Sector

Key developments include:

  • Doubling MBBS Seats.
  • New Institutions: Agartala Government Dental College and Nursing College.
  • Super-Speciality Facilities: Nine new facilities, including the first kidney transplant facility.
  • Healthcare Access: Nearly 15 lakh beneficiaries with Ayushman Bharat Cards, 4 lakh with CM-JAY Cards.
  • Janaushadhi Kendras: 25 established, with 8 more proposed.

Education Sector

Initiatives include:

  • BachharBachao Scheme: For unsuccessful state board candidates.
  • CM-Sath Scheme, Super-30, NIPUN, Tinkering Labs, ICT in Schools: Vocational education introduced.

Power Sector

Developments include:

  • Tripura Power Distribution Strengthening and Generation Efficiency Project.
  • Electrification: Of 3,618 Reang community households and 4,512 households under the Bru settlement program.

Land and Property

The state has:

  • Cadastral Maps and Online Property Records (Khatian): For all plots.
  • Swamitva Pilot Project: Started in two districts.
