PM Modi highlights India’s fast-paced “Reform Express,” emphasizing GST and labour reforms that benefit workers, employees, MSMEs and entrepreneurs, while improving ease of living and ease of doing business nationwide.

Prime Minister Narendra Modi on Saturday asserted that India is rapidly progressing on what he described as a fast-moving “Reform Express,” a transformation journey that is delivering tangible benefits to workers, salaried employees, entrepreneurs and businesses across the country. Addressing the 18th edition of the Rozgar Mela through video conferencing, the Prime Minister said the government’s continuous reform agenda is focused on improving both ease of living and ease of doing business nationwide.

Highlighting the scale and speed of reforms undertaken in recent years, PM Modi said India has entered a new phase of governance where policy decisions are aimed at simplifying systems, reducing compliance burdens and creating opportunities for inclusive growth. He stressed that the Reform Express is not limited to one sector but is impacting multiple areas of the economy, from taxation and labour laws to entrepreneurship and employment generation.

“Today, the country has set out on the Reform Express. Its objective is to make both life and business easy in the country,” the Prime Minister said, emphasizing that reforms are designed to empower citizens rather than complicate processes.

A key focus of the Prime Minister’s address was the role of next-generation reforms under the Goods and Services Tax (GST). PM Modi noted that GST has played a significant role in strengthening India’s economic framework by creating a unified national market and enhancing transparency. He said these reforms have particularly benefited young entrepreneurs by lowering entry barriers and enabling startups to scale their businesses more efficiently.

According to the Prime Minister, micro, small and medium enterprises (MSMEs) have emerged as major beneficiaries of GST reforms. Simplified tax structures, digital compliance mechanisms and faster input tax credit processes have helped MSMEs reduce operational challenges and improve competitiveness. PM Modi stated that these measures have contributed to job creation and have reinforced the backbone of the Indian economy.

“Everyone has benefited from the next-generation reforms in GST. Through this, our young entrepreneurs are benefiting, and our MSMEs are benefiting,” he said.

The Prime Minister also highlighted the implementation of historic labour reforms, describing them as a major milestone in India’s reform journey. He said the newly introduced labour codes are designed to balance the interests of workers, employees and employers, ensuring long-term economic stability while safeguarding workers’ rights.

PM Modi pointed out that the new labour codes have significantly expanded the scope of social security. He said millions of workers and employees are now covered under stronger social protection mechanisms, including benefits related to health, insurance and retirement security. These reforms, he added, are aimed at providing dignity, safety and stability to India’s workforce.

“Recently, the country has implemented historic labour reforms. Through this, labourers, employees and businesses will all benefit. The new labour codes have further strengthened the scope of social security for labourers and employees,” the Prime Minister said.

Referring to the ongoing national discourse around reforms, PM Modi urged government officials to actively contribute to the reform process at their respective levels. He emphasized that reforms are not limited to policy decisions taken at the top but also depend on how effectively they are implemented on the ground.

The Prime Minister encouraged officials to draw lessons from past challenges faced by citizens and ensure that similar problems do not recur during their tenure. He said sensitivity, accountability and proactive decision-making are essential to translating reforms into real benefits for the public.

PM Modi further stressed that small, practical changes at the local and administrative level can create a significant impact. He said even minor procedural improvements can help ensure that government schemes reach the maximum number of beneficiaries without delays or obstacles.

“Being a part of the government, you too will have to carry out small reforms at your level. You have to move forward with this approach so that the maximum number of people are benefited,” he said.

Concluding his address, the Prime Minister reiterated that India’s Reform Express is driven by the vision of inclusive development, job creation and economic empowerment. He expressed confidence that sustained reforms, combined with efficient governance, will continue to strengthen India’s growth trajectory and improve the lives of millions of citizens.
