1,245 militants laid down ‘147 arms’ after April 2023 Times News Agartala, Mar 16: As many as 1,245 militants affiliated to different proscribed outfits laid down arms before security forces to join the mainstream life after April 01, 2023, Chief Minister Dr Manik Saha who is also Minister in-charge of Home Department revealed in a written response at Tripura state Legislative Assembly on Monday. The response also added that no fresh incident of insurgent movement was reported followed by the cut off date mentioned in the query made by Leader of the Opposition Jitendra Chaudhury. According to the break-up data, the highest numbers of surrendered militants were affiliated to the NLFT Biswa Mohan faction. A total of 417 cadres including the self-styled supremo of the outfit—Biswa Mohan Debbarma—surrendered before the security agencies. As many as 394 cadres of the NLFT Pariman Debbarma factions also surrendered. From the NLFT ORI faction, a total of 223 cadres surrendered while from ATTF as many as 220 cadres surrendered. The total number of arms surrendered by the ex-militants stands at 147. Lion’s share of the arms is found to be country made guns. The weapons they surrendered included: 93 country made guns, 13 AK series rifles, two carbines, six 303 rifle, four Chinese Rifles, one chinese pistols, one CM stan gun, eight pistols, four revolvers, eight single barrel metal gun, one botamax, four chinese grenades and two airguns. Responding to the query on what terms and conditions the memorandum resettlement was signed between the Government of India and the militant outfits, the written response added: “All members of NLFT (National Liberation Front of Tripura) and ATTF (All Tripura Tiger Force) will surrender their arms and all related equipment. After the signing of the agreement, possession of any kind of weapon will be considered illegal. NLFT and ATTF will refrain from all forms of secret activities and will abandon the path of violence and return to the mainstream of life.” Moreover, in order to uphold the Constitution of India and maintain proper law and order in the state, NLFT and ATTF will cease all armed activities within one month of signing the agreement. They will also participate in maintaining harmony among people at different levels of society in the state. NLFT and ATTF will not assist, train, or supply arms to any other armed militant groups in the future, nor will they maintain any form of contact with such groups. Elaborating on the financial assistance for rehabilitation of the surrendered militants, the response said: In the interest of the overall development of the tribal communities of the state, the Government of India may consider providing a special financial development package of Rs 250 crore for a period of four years. As immediate financial assistance, a fixed deposit of Rs 4 lakh will be made in the bank for three years in the name of each verified member. This amount can be used by the beneficiaries as security money for loans required for self-employment. Each verified surrendered member will be provided a monthly stipend of Rs 6,000 for a period of three years. This stipend will be used to cover expenses for accommodation and food while the members stay in the rehabilitation camp. If any member is rehabilitated before the completion of three years, the stipend to that member will be stopped from that day. Instead, an amount of Rs 4 lakh will be allocated in the form of a fixed deposit in the name of that member.
