
J&K Cabinet Passes Business Rules, Awaits LG’s Final Approval

In Jammu and Kashmir, nearly four and half months after the formation of Omar Abdullah’s Government, the Cabinet on Wednesday approved Business Rules for Jammu and Kashmir, which now will be sent to Lieutenant Governor Manoj Sinha for his nod.
Akashvani Jammu Correspondent reports that the rules were finalised by a high-level Committee of the Government. The Cabinet met at the Chief Minister’s residence last night to give a nod to amendments in the Business Rules for J&K, which were awaited for over four and a half months.
Amendments in the Business Rules were necessitated as J&K switched from a State to a Union Territory on the 5th of August, 2019. For the first time, an elected Government was formed after the Assembly elections in September- October last year.
Omar Abdullah took oath as Chief Minister on October 16, 2024, along with five Cabinet Ministers. The new Business Rules have defined the powers of the Chief Minister, the Cabinet, Ministers and Administrative Secretaries. The powers of the Lieutenant Governor have already been defined as he holds charge of law and order, public order and All India Services. The amendments in Business Rules would now be sent to the Lieutenant Governor, who is authorised to notify them.
Under the Jammu & Kashmir Reorganization Act 2019, the LG shall make rules on the advice of the Council of Ministers for the allocation of business to the Ministers and the more convenient transaction of business with the Ministers including the procedure to be adopted in case of a difference of opinion between the LG and the Council of Ministers or a Minister.
