The central government sanctioned Rs 224.72 crore for payment of Mahatma Gandhi NREGA wages by the state government following Deputy Chief Minister Minister Jishnu Dev Verma’s request to Union Rural Development Minister Giriraj Singh. The Union government took the decision within hours of Deputy Chief Minister’s phone call to the Union Minister.
As the fund crisis hit severely MNREGA wage payments Deputy Chief Minister Minister Jishnu Dev Verma, who also holds the Finance portfolio, talked to Union Rural Development Minister Giriraj Singh about MGNREGA Payment on Monday itself. The Deputy Chief Minister requested the Union Minister to look into the matter as the MGNREGA beneficiaries were facing hardship during this festive season due to non payment of of their wages. Besides there were also regular agitations for the payment. The Union Minister assured Dev Varma that he would take a positive step and by evening the fund was sanctioned.
Of the total amount Rs 1,42,86,28,281 to the state government for payment of (Mahatma Gandhi NREGA Payment of 3rd Installment under 2nd tranche of Central Assistance for wage ST and SC categories for Financial Year 2021-22 on Monday. Apart from that Rs 81.88 crore was sanctioned for ‘others’ category.
According to official sources, centre sanctioned Grants-in-aid Rs. 1,11,12,08,819- (Rs One Hundred Eleven Crore Twelve Lakh Eight Thousand Eight Hundred Nineteen ) to the State Government as Central Assistance for payment of wages for category “ST” through National Electronic Fund Management System (NeFMS) for implementation of Mahatma Gandhi NREGA during the current FY 2021—22. The residual amount of Rs.1,40,166 had also been carried forward into the current Mother Sanction Order for the purpose of utilizing the funds- totaling the amount Rs. 1,11,13,48,985.
Apart from that the Union government also sanctioned Grants-in-aid of Rs. 31,72,17,532 – (Rs Thirty One Crore Seventy Two Lakh Seventeen Thousand Five Hundred Thirty Two) for category “SC” for Financial Year 2021-22. The residual amount of Rs. 61,764 had also been carried forward into the current Mother Sanction Order for the purpose of utilizing the funds- totaling the amount to Rs. 31,72,79,296.
An official communications to the state government from New Delhi said, the amount would be released in installments on daily basis, based on FTOs generated by State as per actual expenditure and as captures by Mahatma Gandhi NREGASoft& PFMS. Further fund would be released on compliance of all conditionality prescribed at the time of previous releases and submission of compliance on minutes of the Labour Budget meeting for FY 2021-22 at the earliest within the stipulated time.The expenditure on implementation of Mahatma Gandhi NREGA with regard to 40 percent material component which also included wages of skilled and semi-skilled labour would be shared on 75:25 basis between the Centre and the State Government respectively.
The Communication said, the Utilization Certificate should be submitted within 12 months of the closure of financial year which should include interest accrued. Interest accrued should be computed based on the details of ledger account maintained for the purpose. “It may be ensured that the Utilization Certification (UC) & Audit Report is provided for the amount sanctioned in the mother sanctions. The amount of re-initiated transactions shall not to be taken into account for UC & Audit Report”, the letter said.
