A devastating fire at Flourish Stay B&B in Malviya Nagar, South Delhi, killed 21 people, including foreign nationals, and injured dozens. Authorities launched a major fire safety crackdown after discovering serious violations. The tragedy has drawn national attention, prompting investigations, compensation announcements, and renewed concerns over urban safety.
In one of the deadliest fire incidents witnessed in the national capital in recent years, a devastating blaze tore through a five-storey hotel operating in South Delhi’s Malviya Nagar area on Wednesday morning, leaving at least 21 people dead and dozens injured. The tragedy has sparked widespread outrage and prompted authorities to launch an extensive city-wide fire safety compliance drive.
The fire broke out around 8.30 a.m. at Flourish Stay B&B, located in Hauz Rani in the Malviya Nagar locality. According to officials, the flames spread rapidly through the building, trapping several occupants inside before emergency services could reach the scene.
The incident immediately drew comparisons with the infamous Uphaar cinema tragedy of June 1997, which claimed 59 lives due to suffocation and a stampede triggered by a fire. Nearly three decades later, Delhi is once again confronting difficult questions regarding fire safety standards, illegal construction, and regulatory oversight.
Rescue Operations Save Dozens
As thick smoke engulfed the structure, firefighters, police personnel, disaster response teams, and local residents joined rescue efforts to evacuate those trapped inside. Officials confirmed that at least 58 people were rescued and rushed to nearby hospitals.
However, 21 victims were declared dead upon arrival at medical facilities. Among the deceased were at least 10 Indian nationals, while several others were foreign citizens. Authorities warned that the death toll could increase as many survivors remain in critical condition.
Eyewitnesses described scenes of panic and chaos as guests attempted to escape through narrow staircases and windows. Several occupants reportedly jumped from higher floors in desperate attempts to save themselves from the rapidly spreading flames and suffocating smoke.
Foreign Nationals Among Victims
Officials revealed that many of the casualties belonged to Central Asian and African countries. Several foreign nationals had reportedly booked accommodation at the hotel while attending to relatives undergoing treatment at nearby Max Hospital in Saket.
The international dimension of the tragedy prompted diplomatic engagement, with embassies and foreign missions monitoring the situation closely.
The Bangladesh High Commission expressed deep sorrow over the incident and confirmed that five Bangladeshi nationals were among those injured. According to the mission, three injured Bangladeshis are receiving treatment at Max Hospital, while two others are being treated at Safdarjung Hospital.
The High Commission stated that it remains in constant contact with Indian authorities and is closely monitoring the health and well-being of the injured citizens.
Illegal Operations and Safety Violations Uncovered
As investigators examined the site, alarming details emerged regarding the hotel’s operations.
Police officials disclosed that the establishment had permission for only six rooms under the Delhi government’s bed-and-breakfast policy. However, it was allegedly operating approximately 25 rooms at the time of the fire.
Investigators also discovered that rooms had been constructed in the basement, while upper floors were reportedly added over the years without proper approvals from authorities.
The building’s layout appears to have significantly contributed to the scale of the tragedy. Officials noted that escape routes were limited, making evacuation difficult once the fire spread through the structure.
Deputy Chief Fire Officer A.K. Malik confirmed that the building did not possess a mandatory fire No Objection Certificate (NOC), raising serious concerns about regulatory compliance and enforcement failures.
Authorities said the structure originally consisted of only a ground floor and one upper floor. Additional floors were allegedly constructed later without informing relevant departments or obtaining necessary clearances.
Criminal Case Registered
Following preliminary findings, Delhi Police registered a First Information Report (FIR) under charges including culpable homicide and other relevant provisions of the Bharatiya Nyaya Sanhita (BNS).
Police identified the building owner as Lav Kesh, while the licence had reportedly been issued in the name of Jai Mishra. Investigators also identified Lokesh Bajaj as the hotel owner.
By late Wednesday evening, no arrests had been reported. However, authorities indicated that accountability for alleged violations would be thoroughly investigated.
Delhi Launches Massive Fire Safety Drive
Responding swiftly to the tragedy, Delhi Lieutenant Governor Taranjit Singh Sandhu convened a high-level meeting with officials from concerned departments and ordered a month-long inspection campaign across the city.
The special drive, beginning June 4, will focus on strict compliance with fire safety regulations in hotels, lodges, inns, restaurants, nursing homes, coaching centres, and other vulnerable commercial establishments.
Officials stated that every identified establishment will undergo detailed inspections. Rooms exceeding approved capacity limits in hotels and lodges will be ordered shut immediately.
The move is being viewed as one of the most extensive fire safety enforcement campaigns undertaken in Delhi in recent years.
National Leaders Express Condolences
President Droupadi Murmu expressed profound grief over the loss of lives, describing the incident as extremely heartbreaking. She conveyed condolences to the bereaved families and wished speedy recovery for the injured.
Prime Minister Narendra Modi also expressed sorrow over the tragedy and announced financial assistance from the Prime Minister’s National Relief Fund. The families of each deceased victim will receive an ex-gratia payment of Rs 2 lakh, while injured persons will receive Rs 50,000.
Defence Minister Rajnath Singh termed the incident heartbreaking and extended sympathies to affected families. He also prayed for the swift recovery of those injured.
Congress President Mallikarjun Kharge and senior leader Rahul Gandhi expressed grief over the tragedy and urged party workers to assist victims and their families in every possible manner.
MEA Assisting Foreign Nationals
External Affairs Minister S. Jaishankar conveyed condolences over the deaths, particularly noting the loss of foreign nationals.
He confirmed that the Ministry of External Affairs is coordinating with embassies and foreign missions while extending all necessary assistance to affected citizens and their families.
The ministry has reportedly established communication channels with several diplomatic missions to facilitate support and information sharing.
Renewed Focus on Urban Safety
The Malviya Nagar hotel fire has once again highlighted longstanding concerns regarding unauthorized construction, inadequate safety compliance, and weak enforcement mechanisms in densely populated urban areas.
As investigations continue, authorities face mounting pressure to identify lapses that allowed the establishment to operate despite apparent violations of safety norms.
