Proceedings of both the Houses of Parliament were today marred by the opposition parties’ protest over the issue of Special Intensive Revision exercise conducted in Bihar. Opposition parties were demanding discussion on the SIR issue among others. The Lok Sabha and the Rajya Sabha today witnessed one adjournment before being finally adjourned for the day.
When the Lok Sabha assembled after the first adjournment at 2 PM, opposition parties started sloganeering and trooped into the well. The Presiding Officer said, the government is ready for discussion on every issue. She said, protesting members conduct is not appropriate as per the Parliamentary decorum. Amid din, Lok Sabha passed the Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024. Despite the Presiding Officer repeated appeal, the protesting members continued with their protest leading to adjournment of the House for the day.
Earlier, when the Lok Sabha met at 11 AM, opposition parties including Congress, DMK, TMC and others trooped into the well raising slogans. Amid the uproar, Speaker Om Birla tried to run the Question Hour. The Speaker said, protesting members are disrupting the House in a pre-planned manner which is not right for democracy. He said, the conduct of protesting members is not appropriate for Parliamentary democracy. As the noisy scene continued, the Speaker adjourned the House till 2 PM. Earlier, the House paid tributes to former Jharkhand Chief Minister Shibu Soren, former MP Tilakdhari Prasad Singh and Ram Rati Bind.
Similar scenes were witnessed in the Rajya Sabha also. When the House assembled at 2 PM, opposition parties started a protest demanding discussion on the issue of Special Intensive Revision. Deputy Chairman Harivansh said, as the Member of Parliament, one must adhere to the Parliamentary norms and rules. He expressed concern that the House could not transact any substantial business in the Monsoon Session. Amid din, the Rajya Sabha adopted the statutory resolution regarding the extension of President’s rule in Manipur for a further period of six month with effect from 13th August 2025 with the voice vote. As the noisy scene continued, the Chair adjourned the House for the day.

The opposition MPs also raised the issue of deployment of CISF personnel inside the House. The leader of Opposition in the Rajya Sabha, Mallikarjun Kharge said, he has written a letter on the behalf of opposition parties to the Deputy Chairman. He questioned the presence of CISF personnel at the time of opposition protest inside the well of the House. Refuting these allegations, Parliamentary Affairs Minister Kiren Rijiju said, it is clear in record that only the Marshal can enter the House. He accused Mr. Kharge of misleading the House and presenting false facts before the House. Amid the noisy scene, Union Minister and Leader of the House J P Nadda said, disrupting the proceedings of the House is undemocratic and against the Parliamentary rules. Deputy Chairman Harivansh also expressed concern over the continuous disruption saying that some members are deliberately disrupting the House in a pre-planned manner. He said, Question Hour and Zero Hour are important to raise the issue of public importance and make the government accountable. He said, due to continuous disruption by the opposition members, more than 41 hours have been lost in this session so far. Amid pandemonium, the Chair adjourned the House till 2 PM. Earlier, the House paid tributes to former member of the Upper House Pravin Naik.
