The BJP-led West Bengal government has announced a 20-percentage-point hike in Dearness Allowance (DA) in its maiden full Budget for 2026-27. Finance Minister Swapan Dasgupta said DA will rise from 18% to 38% from October 1, benefiting state employees, teachers, staff, and pensioners across Bengal.

The BJP-led West Bengal government on Monday announced a significant increase in Dearness Allowance (DA) for state government employees in its first full Budget after coming to power. The announcement, made during the presentation of the 2026-27 state Budget in the West Bengal Assembly, is being viewed as one of the most important measures aimed at addressing long-standing demands from government employees and pensioners.

Presenting the Budget, Finance Minister Swapan Dasgupta stated that the existing DA rate of 18 percent would be increased by an additional 20 percentage points. As a result, the total DA payable to state government employees will rise to 38 percent. The revised rate will come into effect from October 1, coinciding with the festive season and bringing financial relief to thousands of employees and pensioners across the state.

The announcement marks a major policy decision by the new government, which had promised to improve employee welfare and gradually bridge the gap between state and central government compensation structures. Chief Minister Suvendu Adhikari welcomed the Budget proposal and reiterated the government’s commitment to enhancing employee benefits.

Speaking on the issue, Adhikari said that the government would provide an additional 20 percent DA from October, around the Durga Puja period. He also assured employees that further steps would be taken in future Budgets and stated that the latest pay commission recommendations would be implemented by December.

Despite the substantial increase, however, the DA received by West Bengal government employees will remain lower than that of central government employees. The Central Government currently provides DA at the rate of 60 percent after increasing it from 58 percent earlier this year. Consequently, even after the revised state DA comes into force, a gap of 22 percentage points will continue to exist between state and central government employees.

Experts also note that the Centre may announce another round of DA revision in July, which could widen the difference further before West Bengal’s revised DA becomes effective in October.

The issue of Dearness Allowance has been a major concern among state government employees for several years. During the tenure of the previous Trinamool Congress government, several employee organisations staged prolonged protests demanding DA parity with central government employees and payment of pending arrears. The DA dispute had become one of the most discussed issues in the state’s administrative and political circles.

Earlier this year, the previous government had announced a four-percentage-point increase in DA in its interim Budget. However, employee associations had continued to demand a larger revision to address inflation and rising living costs.

In his Budget speech, Finance Minister Swapan Dasgupta highlighted the contribution of government employees, teachers, non-teaching staff, and semi-government workers in implementing public welfare schemes and government policies. He said the enhanced DA was intended as recognition of their dedication and service.

The minister further announced that pensioners would also benefit from the decision. Pension recipients will receive an additional 20 percent Dearness Relief (DR), bringing them in line with the revised benefits announced for serving employees. The revised Dearness Relief will also take effect from October 1.

The Budget announcement has been widely welcomed by employee representatives and various staff organisations. Many described the move as a positive step toward improving employee welfare and addressing a long-standing demand. While some employee groups noted that the DA gap with central government employees still remains substantial, they acknowledged the increase as a significant development.

Political observers believe the DA hike could strengthen the government’s relationship with state employees while also demonstrating its intent to fulfil key promises made before assuming office. As the government prepares to implement the revised DA and the latest pay commission recommendations, employees across West Bengal will closely watch the next phases of the administration’s policy rollout.
