In a landmark move to strengthen youth empowerment, boost social security, and ensure inclusive governance, the Arunachal Pradesh government on Friday unveiled the ‘State Youth Policy 2025’, featuring nine ambitious Youth Development Goals (YDGs). The policy aims to equip the state’s young generation with quality education, sustainable employment opportunities, and avenues for holistic growth.

According to an official from the Chief Minister’s Office, the state Cabinet, chaired by Chief Minister Pema Khandu, approved several far-reaching decisions during the meeting. These include reforms in recruitment procedures, strengthening the social security network, and enhancing academic infrastructure.

Nine Goals for Youth Development

The ‘State Youth Policy 2025’ is designed as a comprehensive framework to support the aspirations and potential of Arunachal’s youth. Key areas of focus include:

  1. Ensuring quality education with better access to resources and modern teaching methodologies.

  2. Promoting sustainable employment through entrepreneurship, innovation, and industry partnerships.

  3. Boosting skill development to prepare youth for emerging job markets.

  4. Encouraging healthy lifestyles and mental well-being.

  5. Strengthening leadership and civic engagement among young citizens.

  6. Fostering arts, culture, and sports to unlock creative potential.

  7. Transforming the state into a sports and adventure hub of the Northeast.

  8. Promoting cultural heritage and biodiversity awareness to preserve identity and environment.

  9. Creating an inclusive, safe, and just society for all youth.

The policy will adopt a collaborative approach involving government departments, NGOs, community-based organizations, and youth-led groups to ensure effective implementation.

Social Security Reforms for Persons with Disabilities

In a notable social welfare measure, the Cabinet approved relaxations under the Chief Minister Disability Pension component of the Chief Minister Social Security Scheme (CMSSS). Under the new provisions, all persons with disabilities, regardless of age, will now be eligible for benefits. This move is expected to improve the quality of life for thousands of differently-abled individuals in the state.

Strengthening Education Infrastructure

To improve higher education, the Cabinet approved the creation of teaching and non-teaching faculty positions in government colleges. This step aims to address staff shortages, improve academic standards, and provide students with better learning environments.

Introducing Arun Parivar Patra Authority Rules 2025

The Cabinet also greenlit the Arunachal Pradesh Arun Parivar Patra Authority Rules 2025 to standardize procedures and ensure operational clarity for stakeholders. The rules will enhance data protection, consent norms, and transparency, thereby boosting public confidence in government services.

Judicial Infrastructure Boost

The meeting also reviewed preparations for the inauguration of the new Gauhati High Court, Itanagar Permanent Bench building on August 10. Officials said the state-of-the-art facility will usher in a new era of swift and seamless justice delivery for the people of Arunachal Pradesh.

These combined measures — from youth policy implementation to social security reforms and institutional strengthening — signal the Arunachal Pradesh government’s strong commitment to inclusive governance, academic excellence, and transparent administrative reforms.
