The Election Commission has announced key changes for SSR 2027, including readable PDF electoral rolls for political parties, limits on Form-7 submissions, weekly claims and objections lists, and special voter enrolment camps for migrants and vulnerable communities.

The Election Commission of India (ECI) has introduced several significant changes to the Special Summary Revision (SSR) of photo electoral rolls for 2027, including providing political parties with readable PDF copies of draft and final electoral rolls without photographs of electors. The revision will use January 1, 2027, as the qualifying date for determining voter eligibility.

The Election Commission announced the SSR 2027 schedule on Thursday, outlining changes intended to improve access to electoral records, streamline procedures for political parties and candidates, and facilitate voter enrolment among migrant, vulnerable and marginalised communities.

Under the revised system, recognised political parties will receive soft copies of the draft and final electoral rolls in readable PDF format without photographs of electors. During previous summary revisions, political parties were provided with image-based PDF files, which were more difficult to search, process and analyse electronically.

The change addresses a longstanding demand from political parties and candidates, including those who lost Assembly elections in Haryana and Maharashtra, who had sought electoral rolls in more accessible and usable formats.

Another important change concerns Form-7, which is used to object to the inclusion of a name in the electoral roll or seek deletion of an entry under the applicable rules. The Election Commission has decided to introduce a maximum limit on the number of Form-7 applications that an individual elector can submit. Previously, no such limit had been prescribed, according to the Commission’s statement.

The Commission has also revised the procedure for sharing supplements to electoral rolls during the draft stage. Earlier, supplements containing additions, deletions and modifications were maintained for record and future reference but were not shared with recognised political parties during the draft stage.

Under SSR 2027, the Commission has decided to make these supplements available to recognised political parties, providing them with greater access to changes made to the electoral rolls during the revision process.

The arrangements for contesting candidates will also change. During previous elections, candidates could obtain a soft copy of the alphabetically arranged electoral roll on the last date for filing nominations, generally through CD or DVD, on demand and payment of the prescribed charges.

Under the new provisions, contesting candidates will be able to obtain a readable PDF copy of the alphabetically arranged electoral roll at the time of polling. The Returning Officer’s or District Election Officer’s office may provide the file on a pen drive or another electronic storage device, on demand and payment basis.

The Election Commission has also revised the process for sharing claims and objections with political parties. Electoral Registration Officers (EROs) will now provide weekly lists of claims and objections along with printed copies of lists from previous weeks. Previously, the weekly information shared with political parties was incremental, meaning it primarily reflected new entries rather than providing the cumulative record.

Officials expect the revised arrangement to make it easier for political parties to monitor voter enrolment applications, objections and changes throughout the revision period.

Another major initiative under SSR 2027 will be the establishment of voter enrolment facilitation arrangements at the district or Assembly constituency level. These facilities will focus particularly on migrants, vulnerable groups and marginalised individuals who may face difficulties accessing the regular enrolment process.

According to the Election Commission’s statement, Chief Electoral Officers (CEOs) will ensure that special enrolment drives are organised wherever necessary. Special camps may be conducted for people living in night shelters and labour colonies, as well as homeless individuals and other vulnerable communities.

The initiative aims to improve access to voter registration and help eligible citizens participate in the electoral process, regardless of their living conditions or mobility.

The changes introduced for SSR 2027 cover electoral roll accessibility, submission of objections, information-sharing procedures and voter enrolment support. By making electoral records available in readable formats and improving the flow of information to political parties and candidates, the Commission aims to strengthen the transparency and practical accessibility of the revision process.

With January 1, 2027, designated as the qualifying date, the upcoming revision will be an important exercise in updating electoral rolls and ensuring that eligible voters are appropriately included. The success of the process will depend on effective implementation by election officials and cooperation among political parties, candidates and voters.
