Tripura Chief Minister Dr. Manik Saha on Tuesday reviewed the Action Taken Report (ATR) on the Memorandum of Understanding (MoU) signed between the All India Institute of Medical Sciences (AIIMS), New Delhi, and the Government of Tripura, marking a significant step toward strengthening healthcare delivery and medical education in the state.

The review meeting was conducted through video conferencing and was attended by AIIMS Director Prof. M. Srinivas along with senior officials from both institutions. The ATR assessment focused on the progress achieved since the MoU was formally signed on October 17, 2025, between AIIMS, New Delhi, and Tripura’s Health and Family Welfare Department.

According to officials of the Health and Family Welfare Department, Tripura, the Action Taken Report comprehensively outlines reforms, structural changes, and initiatives undertaken under the agreement to modernize the state’s healthcare ecosystem. The MoU aims to leverage AIIMS’ institutional expertise to improve medical education, hospital services, administrative efficiency, and patient satisfaction across Tripura.

One of the major highlights of the implementation process is the initiation of key administrative reforms. These include the formation of a unified workforce structure to support the establishment of a proposed Health University in the state, enhancement of financial decision-making powers, and the development of advanced IT-enabled governance systems. Officials confirmed that several of these measures are already partially implemented, while others are progressing as per the agreed roadmap.

Manpower recruitment remains a crucial component of the reform process. The Health Department clarified that recruitment is being carried out strictly in accordance with existing government norms and procedures, in coordination with the Tripura Public Service Commission. This approach ensures transparency, efficiency, and adherence to regulatory standards.

Significant emphasis has also been placed on faculty development, professional training, and skill upgradation. In collaboration with AIIMS, structured initiatives have been launched to enhance academic capabilities and clinical expertise among medical professionals in the state. These include specialized training programs, exposure visits to AIIMS, and continuous medical education modules designed to raise teaching and service standards.

In the domain of medical education and academic advancement, multiple steps have been initiated. These include the introduction of new academic departments, implementation of skill-based courses, amendments to service rules, and faculty training programs at AIIMS. The objective is to create a robust academic environment capable of producing skilled healthcare professionals equipped to meet modern medical challenges.

Hospital services and infrastructure development also featured prominently during the review. Ongoing initiatives aim to strengthen emergency response systems, expand intensive care unit facilities, operationalize additional operation theatres, and introduce modern medical equipment under the Public-Private Partnership model. Efforts are also underway to streamline the supply chain system to ensure uninterrupted availability of medicines and critical equipment.

Digital healthcare and patient satisfaction mechanisms form another critical pillar of the MoU. The state is already utilizing the ‘Mera Hospital’ mobile application to improve patient interaction and transparency. Additionally, coordination is underway to adopt AIIMS’ ‘Santusht’ application, which focuses on collecting structured patient feedback to enhance service delivery and institutional accountability.

Reaffirming the government’s commitment, the Health and Family Welfare Department stated that Tripura, in partnership with AIIMS, New Delhi, is dedicated to long-term improvements in healthcare quality, medical education, and patient-centric services.

The meeting was attended by Health Secretary Kiran Gitte, Director of Health Services Dr. Debashree Debbarma, Director of Family Welfare and Disease Prevention Dr. Anjan Das, Director of Medical Education Prof. (Dr.) H.P. Sharma, Joint Director of Health Services Dr. Rajesh Anil Acharya, Medical Superintendent of Agartala Government Medical College and GBP Hospital Dr. Bidhan Goswami, and Principal of Agartala Government Medical College Prof. (Dr.) Tapan Majumdar.
