A six-member Tripura MLAs’ delegation is on a five-day study tour to Gujarat Assembly, exploring governance models, digital legislative systems, NeVA technology, and public welfare schemes. The visit highlights Gujarat’s innovations in transparent, citizen-centric governance and administrative efficiency.

A six-member delegation from the Tripura Legislative Assembly’s Petition Committee has embarked on a comprehensive five-day study tour of the Gujarat Assembly, aimed at understanding the state’s robust legislative processes, technological advancements, and citizen-focused governance initiatives. The visit, which began on November 14 and will continue until November 18, was confirmed by officials on Saturday.

The delegation is led by Committee Chairperson Abhishek Debroy, accompanied by members Shambulal Chakma, Antra Sarkar Deb, Nandita Debbarma, Birajit Sinha, and Ashoke Chandra Mitra. Upon their arrival at the Gujarat Assembly premises in Gandhinagar, the team received a warm and formal welcome from senior Gujarat Assembly officials, including Joint Secretary Rita Mehta and Deputy Secretary Dinesh Chaudhary.

The Gujarat officials provided the delegation with a detailed briefing on the Assembly’s operational framework, highlighting best practices in legislative management, digital transformation, and administrative transparency.

Exposure to Gujarat’s Flagship Governance Models

During the early sessions of the visit, the Tripura team was introduced to some of Gujarat’s most successful governance initiatives that have been implemented under various Central schemes. Among these were:

  • Pradhan Mantri Jan Arogya Yojana (PMJAY)

  • Nal Se Jal Programme

  • PM Surya Ghar: Rooftop Solar Initiative

Officials explained the achievements and progress Gujarat has made in these sectors, showcasing innovative methods of implementation and community outreach.

A Tripura MLA, appreciating Gujarat’s approach, said in a translated statement:

“We are highly impressed by the scale and efficiency of Gujarat’s welfare schemes. The state’s commitment to transparent and people-oriented governance is clearly visible.”

Insight Into Citizen Grievance Redressal System

One of the key highlights of the tour was an in-depth presentation on Gujarat’s flagship grievance redressal platform — ‘Mukhya Mantri Jan-Fariyad Nivaran: Rajya Swagat Programme’. The programme was originally launched by Prime Minister Narendra Modi during his tenure as Gujarat’s Chief Minister.

Tripura legislators were briefed on how the system functions, its monitoring mechanisms, and how common citizens receive timely resolution of complaints.

“The Swagat Programme is a model worth studying. Its structured approach to grievance redressal sets an example for other states.”

Visit to NeVA Service Centre

Another important part of the study tour was the delegation’s visit to the NeVA (National e-Vidhan Application) Service Centre, where they were briefed on Gujarat’s progressive shift towards a fully digital, paperless legislative process.

Officials demonstrated digital tools used during Assembly sessions, including:

  • Electronic document management

  • Real-time access to legislative records

  • Digital voting and attendance systems

The Tripura committee members expressed admiration for the integration of technology into Gujarat’s legislative system.
One member said,

“The digitisation of Assembly proceedings is remarkable. We believe such systems will greatly enhance transparency and efficiency in our legislative operations.”

Tour of Legislative Chambers and Galleries

The visiting MLAs were then taken to the main Assembly House to observe its layout, including:

  • Ministerial and MLA seating arrangements

  • Press gallery

  • VVIP section

  • Officers’ gallery

  • Public viewing gallery

The public gallery, in particular, was highlighted as a tool that promotes transparency and allows citizens to directly witness legislative proceedings.

Presentation of Assembly Rulebook

As part of the orientation, Joint Secretary Rita Mehta also presented the official Gujarat Assembly Rulebook to the Tripura delegation. She explained various procedures, committee operations, and the digital resources available to members of the House.

Wider Tour Across Gujarat

Apart from Assembly sessions, the delegation’s five-day itinerary includes visits to significant locations such as:

  • Ahmedabad

  • Gandhinagar

  • Narmada district

  • Somnath

  • Dwarka

Officials said the Tripura team was particularly impressed with Gujarat’s governance systems, legislative infrastructure, and citizen-oriented delivery mechanisms.

In their concluding remarks, a delegation member noted:

“This visit has been highly enriching. The practices implemented in Gujarat will certainly guide us in improving public service and legislative efficiency in Tripura.”
