The Monsoon Session of Parliament, beginning on July 21 and expected to run until August 21, is poised to witness intense debates and sharp confrontations between the government and the opposition over a range of pressing national and international issues.

A customary all-party meeting convened by the government on Sunday—just a day ahead of the session’s commencement—revealed a clear intent from the opposition parties to challenge the ruling coalition on matters including US President Donald Trump’s recent remarks on Operation Sindoor, the Pahalgam terror attack, and the Special Intensive Revision (SIR) of electoral rolls in Bihar.

Parliamentary Affairs Minister Kiren Rijiju, after the meeting, emphasized the government’s willingness to address all matters raised by the opposition in line with parliamentary norms and traditions. He reiterated the government’s appeal for cooperation to ensure the smooth functioning of the session and affirmed that any demands for statements—particularly those related to Trump’s claims—would be appropriately responded to within Parliament.

Opposition’s Agenda: Trump, Terror and Electoral Concerns

The opposition bloc, led by the Congress and supported by other major parties, appears determined to confront the government on both foreign and domestic fronts. Senior Congress leader Gaurav Gogoi demanded a statement from Prime Minister Narendra Modi on Trump’s recent assertion that he had facilitated a ceasefire between India and Pakistan under “Operation Sindoor”—a claim that has stirred political controversy in India.

Gogoi also pressed for answers on the Pahalgam terror attack, which he attributed to lapses in national security. The issue of SIR in Bihar also found significant attention, with concerns over voter roll manipulation potentially impacting democratic integrity in upcoming elections.

Congress MP Jairam Ramesh, NCP-Sharad Pawar’s Supriya Sule, DMK veteran T R Baalu, and RPI(A) leader Ramdas Athawale were among those present at the all-party meet.

AAP’s Rajya Sabha MP Sanjay Singh also raised concerns regarding an alleged “poll scam” tied to the SIR process and Trump’s controversial ceasefire remarks. He accused the government of undermining electoral transparency and failing to defend national sovereignty.

Regional Voices Join the Chorus

Regional parties also brought their own grievances to the fore. Sasmit Patra of the Biju Janata Dal (BJD) criticized the central government for failing to control deteriorating law and order in states, specifically citing two disturbing incidents in Odisha: the self-immolation of a college student and a 15-year-old being set on fire. Patra said the BJP-led state government appeared “helpless” in the face of a “complete collapse” of law and order.

Communist Party of India (Marxist) leader John Brittas demanded that Prime Minister Modi speak directly in Parliament on both Trump’s remarks and the Pahalgam incident, arguing that accountability must come from the highest office.

India Bloc’s Wider Strategy

In a parallel strategy session held online on Saturday, 24 opposition parties under the INDIA bloc umbrella resolved to raise at least eight major issues during the Monsoon Session. These include alleged failures in foreign policy—particularly in relation to Gaza—concerns over the ongoing delimitation process, and systemic targeting of Dalits, women, and minorities.

Justice-related matters will also feature prominently. The opposition plans to press for the impeachment of Justice Yashwant Varma, whose residence was recently found littered with burnt currency notes after a fire incident. Over 100 MPs have reportedly signed a motion seeking his removal. They also seek action on a previous impeachment motion filed against Justice Shekhar Yadav for allegedly making a hate speech last year.

Congress to Push for J&K Statehood, Farmers’ Issues

The Congress has outlined its own legislative focus, which includes a renewed call for restoring full statehood to Jammu and Kashmir. In addition, it will spotlight economic concerns like unemployment, rising inflation, and the ongoing agrarian crisis, in a bid to challenge the government’s performance on core developmental metrics.

With an energized opposition and a government claiming full preparedness, the Monsoon Session is expected to be politically charged and crucial in shaping narratives ahead of upcoming elections.
