CPM for Peace talks with Naxals..I just came across a statement of the CPM Politburo in the social media which resented that the India government did not go for peace talks with the Naxalites.
The gist of the CPM statement is they condemned the killing of 27 Maoists in Chhattisgarh, including senior leader Nambala Keshava Rao. The CPM accused the government of following a “policy of annihilation” instead of seeking dialogue. The party said comments by Union Home Minister Amit Shah and the state’s Chief Minister reflected a “fascistic mindset” that glorified violence. It urged the government to stop paramilitary operations and respond to calls for talks.
I find such statement was ridiculous.
Some years ago, I had written in the Facebook and in at least two media outlets that you cannot go for ‘ceasefire’ or ‘peace talks’ with Islamic terrorists and the Naxalites. My write up was relating to West Bengal and Andhra Pradesh etc. While it is simply impossible to hold any sort of talks with the Islamic terrorists—who are in essence global players determined to establish Caliphate or Dar al-Islam – the Naxalites are hell bent to ‘capture State Power and make it some sort of Communist entity’. While it is not difficult to understand why it is not possible to go for any sort of talks with the Islamic terrorists—who in any case give damn to your peace offer, one needs to understand why peace talks with the Naxalites are fraught with problems.

(Peace talks can be he held with the ethno-centric and xenophobic ‘militants’ like that of MNF, ULFA, NSCN, TNV, All Tribal Tiger Force etc operating in a particular geographical location clearly marked by a specific ethnic, community dominance and socio-political history in the past . Give the leaders of these groups and some of their foot soldiers something—chief ministership, chairmanship, and permits for jeeps or transport, money for business, or train them in self-help trades like how to make pokora or how to sell paratha tea etc.. etc etc.. they are happy and yielding whenever ‘peace talks are held’. In fact, it remains their sole target. Some of them may proceed further to become MLA or even minister. It is simply because they are fundamentally different than that of Islamic terrorists or Maoists insurgents—the ethno-centric and xenophobic militants are not at all inspired or driven by the call from a great goal or ideological inspirations. That needs an elaborate and separate discussion).
In any case, to understand as to why any talks or dialogue with the Naxals by the state will be simply suicidal one has to understand the Naxalites’ organisational structure and ideological mooring besides modus operandi. To simply put it – the Naxalites being inspired by a particular politico-ideological standpoint –Maoist way-opt for, strategically, to first create ‘Liberated Zones’ and then expand and extend these ‘Liberated Zones’ as much as possible further and farther till the State power is captured ( Ref. Nepal).
Then, organizationally the Naxalites have two clear command structures—Military command and Political command.
One Naxalite member can be part of the both. That is why you may see one Mallojula Koteswara Rao who is/ was known as ‘Kishenji’- is a Maoists Central Committee member/ or their Politburo member and also Area Commander of Lalgarh or its adjoining areas. (As for liberated zone, remember Lalgarh was in a sense a liberated zone under him and after Kishenji’s killing Lalgarh police was seen celebrating when they entered their police station openly firing from their service weapons—This requires one more reference – Mass Control Mechanism –MCM, (which I feel I should try not to elaborate due to space constraint).
In any case, Kishenji (and I am taking Kishenji as an example only) had two hats and he would put them on in accordance with his convinience/ advantage—once as a Maoists CC member –and then as an Area Commander. As a Maoist CC member he would become a political character and would discuss, deliberate and plan for the future path for the Naxal movement—which would be in a sense ‘purely political’ and ‘intellectual’ notwithstanding replete with self-deceiving rhetoric.
And then …
As an Area Commander of the Armed Wing Command, his duty would be to lead his armed squads with two targets as per plan – first and foremost to ensure expansion of the expected ‘Liberated Zone’ with intensifying MCM or Mass Control Mechanism, and second to kill and injure as many as possible of the state’s Armed Forces personnel in an attempt to put the state power in poor light—that it , the state , did not have any control or power in the area or on the population. And, they would often in cold blooded lan undertake selective killings and kidnappings of individuals who are somehow related to ‘the state’,– he or she might be an MLA or a BDO, or as they say ‘bourgeoisie’ . They also would attack the institutions that represent the “Indian state”—it could also be achieved by taking out fishplates of the Railways and causing a rail accident with huge man slaughter.
Now, why the peace talks or peace negotiations or ceasefire was never and is not at all fruitful or expected to yield any result.
When the Naxalites will go for or agree to any ‘peace talks or ‘negotiation’ or ‘dialogues’ -which is rare – it will be in all intents and purposes ‘tactical’. They will go for such understanding with the ‘state’ only when they are facing serious existential crisis– due to loss of manpower, loss of weapons, reduced strength and recruitments and eroded support base in their operational areas for brutalities committed by them or the state forces in retaliatory offensives in the wake of any Naxalite attack .
In case of any successful ‘peace talks’, the Naxalites will put their ‘Armed Wing’ to silence. There will be no attacks, no sabotage and there will be no Naxalites offensives.
But.
But during this period of ‘silence’ they will activate their political wing to its extreme. What they will do? They will reach out to the universities, academia, intelligentsia, media, lawyers, artists, local clubs, important individuals –mostly outspoken and apolitical, fringe political characters, NGOs , film stars, et al and with special focus on Human Rights organizations.
First, they will approach without any ostensive or overt political statement. They will put their ideas with carefully crafted manner and with nuances and subtle hints and seek to influence your argumentative self and rational thought-process.
The idea is, simple. This is how they create a whole ecology of Urban Naxals. Force multiplication is the word.
During this period they will also strengthen their contacts outside their ‘area of command’ and even abroad, for finance, weapons and other logistical and intellectual supports.
When the purpose—creating a strong ‘Urban Naxal’ ecology is complete ad the Urban Naxals are ready to speak in their favour-directly or indirectly -—the Naxals will return with more diabolical strength and more ‘coordinated’– just declare ‘end of peace—or ceasefire’. They will then activate their Armed Wing again, this time more furious, and fiercer, more blood thirsty.
Expectedly , such intensified Naxal attacks with their all guns blazing and ambush being carried out in remote areas against the CPMF–it will inevitably invite equal force from the ‘state’.
And then, who will come to their rescue—the Naxals in the field??
Those Urban Naxals—those Universitywallas, HR wallas, students , media, etc etc…
There will be processions, their will Press statement, there will be social media virals supporting the Naxals and their mayhem and carnage –some will speak directly some will indirectly .
And in cases, some political parties who are themselves fighting for survival will seek to influence a gullible segment of the society with –all that ‘humane approach’—which they had any times with clear conscience killed and forgot. But at the end of the day… people can see through the design and none is, perhaps, giving them much importance at all.
