The Election Commission of India (ECI), under the leadership of Chief Election Commissioner (CEC) Gyanesh Kumar, has initiated a series of bold reforms aimed at enhancing voter participation, streamlining electoral processes, and improving the voting experience. Within a month of assuming office as the 26th CEC of India, Kumar, along with Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi, has mobilized the entire election machinery, from the central administration down to the Booth Level Officers (BLOs).
Ensuring Maximum Voter Participation
The ECI reaffirmed its commitment to empowering nearly 100 crore electors, emphasizing that they are the pillars of democracy. One of the major initiatives is a nationwide effort to eliminate duplicate voter entries by integrating Aadhaar authentication through consultations with the Unique Identification Authority of India (UIDAI). The Commission aims to resolve this long-standing issue within three months.
Additionally, the ECI is strengthening the regular updating of voter lists in coordination with birth and death registration authorities. Addressing political parties’ concerns, the Commission clarified that all inclusions and deletions in the voter list follow the legal process outlined in the Representation of the People Act, 1950. The latest Special Summary Revision (SSR) saw only 89 first appeals and one second appeal, indicating the robustness of the system.
Enhancing Voting Experience with Better Polling Facilities
The Commission has set ambitious goals to ensure 100% voter enrollment and a seamless voting process. Key measures include:

Reducing voter congestion by ensuring no polling station has more than 1,200 electors.

Enhancing accessibility by placing polling booths within 2 km of all voters.

Improving infrastructure at polling stations, including remote rural areas, to ensure the availability of Assured Minimum Facilities (AMF).

Comprehensive Training for Election Officials
A two-day conference for Chief Electoral Officers (CEOs) of all States and Union Territories was held on March 4-5 at the India International Institute of Democracy and Election Management (IIDEM) in New Delhi. This conference, for the first time, included District Election Officers (DEOs) and Electoral Registration Officers (EROs) from across India.
The ECI introduced an innovative training framework covering 28 key stakeholders and their responsibilities. Some key training initiatives include:

Developing digital training kits in multiple Indian languages for easier comprehension.

Using animated videos and an integrated digital dashboard for training election functionaries.

Active Engagement with Political Parties
Recognizing the crucial role of political parties in elections, the CEC has directed that regular all-party meetings be conducted at all administrative levels, including 36 CEOs, 788 DEOs, and 4,123 EROs. These meetings, scheduled to be completed by March 31, 2025, will provide a platform to address concerns at the grassroots level.
Additionally, the ECI has invited political parties to submit suggestions on election-related matters by April 30, 2025. The Commission has also offered special training sessions for political party representatives to educate them on electoral laws, including voter list claims and objections. Political parties have welcomed this initiative, and an invitation has been extended for in-person discussions with the Commission in Delhi.
