In a step toward modernizing India’s power distribution network, including in Tripura, the Government of India has launched the installation of smart electricity meters under the Revamped Distribution Sector Scheme (RDSS). The initiative, aimed at improving energy efficiency and empowering consumers with real-time data, is being carried out by Tripura State Electricity Corporation Limited (TSECL) in collaboration with central and state authorities.

However, the rollout has not been without challenges. Several rumors and misconceptions circulating among the public have prompted confusion and hesitation. In response, TSECL has issued a comprehensive clarification to reassure consumers and encourage participation in the smart meter transition.

According to a statement released by the TSECL Public Relations Office, the smart meter initiative is a major leap forward in providing consumer-friendly and technologically advanced electricity services. “This initiative is not just about meter replacement. It’s about building a transparent, accountable, and efficient power distribution system,” the statement read.

Addressing Misinformation

Among the most prevalent rumors is the belief that smart meters will be controlled by private companies. TSECL has firmly denied this claim, stating, “Private contractors have been hired for the technical work of supplying, installing, and maintaining the meters. However, these agencies are selected through transparent government tenders and have no access to consumer data, no control over power supply, and no role in billing or disconnection procedures.”

All data generated by smart meters is transmitted directly to TSECL’s secure servers. The management and access to this data remain exclusively under the jurisdiction of the state-run distribution company (DISCOM), ensuring that consumer privacy and control are not compromised.

Another widely spread rumor suggests that consumers’ electricity payments will be diverted to private companies. TSECL has categorically refuted this, stating that all electricity bill payments are made through authorized DISCOM payment gateways. “Not a single rupee goes to private entities,” the statement clarified. The private firms’ role is entirely technical and does not involve any form of financial transaction or revenue collection.

Legal Mandate and Consumer Consent

There has also been some confusion regarding whether consumers can decline the installation of smart meters. TSECL addressed this by referring to Section 55 of the Electricity Act, 2003, which makes it the legal responsibility of electricity providers to install tamper-proof, reliable meters. Further, a notification issued by the Central Electricity Authority in December 2019 mandated smart meters for all new electricity connections, with phased replacement of existing meters.

In light of this, TSECL stated that individual consent is not required for the meter replacement process, as the installation is legally sanctioned and falls under national regulatory guidelines.

No Cost to Consumers

The Corporation also confirmed that consumers will not bear any cost for the installation of smart meters. The entire project is being funded under the centrally sponsored RDSS scheme, ensuring free-of-cost implementation for all households and commercial consumers in Tripura. The project is supervised by central and state regulatory authorities to ensure transparency and accountability at every stage.

Progress and Advantages

TSECL has already begun deploying feeder-level smart meters, distribution transformer meters, and consumer smart meters. Each installed meter is being closely monitored for performance and reliability. The Corporation is confident that the smart meter rollout will significantly enhance service quality and customer satisfaction.

Smart meters offer multiple benefits, including accurate and transparent billing, real-time electricity usage tracking, and reduced billing disputes. They are also expected to facilitate better demand-side management and minimize human errors and power theft.

Public Appeal

In a final public appeal, TSECL urged all consumers to stay informed through official sources and not fall prey to baseless rumors or misinformation. The Corporation encouraged residents to visit local electricity offices or consult the official TSECL website for any doubts, clarifications, or additional information related to the smart meter initiative.
