In a major reshuffle, 38 IFS and TFS officers in Tripura have been transferred and posted to new roles. Senior officers like P. L. Agarwal and Chaitanya Murti received expanded responsibilities to oversee key forest projects and wildlife conservation efforts, signaling a strategic shift in forest governance.

The Government of Tripura has issued fresh transfer and posting orders for 38 officers in the forest department, marking one of the most comprehensive changes in recent times. The notification was issued by the General Administration (Personnel & Training) Department with the approval of the Governor of Tripura, affecting both Indian Forest Service (IFS) and Tripura Forest Service (TFS) officers.

This large-scale reshuffle is aimed at enhancing administrative efficiency and streamlining operations within the forest department, which plays a vital role in managing the state’s natural resources, biodiversity conservation, and forest-based development initiatives.

Leadership Changes at the Top

Among the most notable changes, R. K. Samal, IFS, who was serving as the Principal Chief Conservator of Forests (PCCF) and Head of Forest Force, has been relieved of his additional responsibilities. These include the posts of PCCF & Chief Wildlife Warden, CEO of the Compensatory Afforestation Fund Management and Planning Authority (CAMPA), and Member Secretary of the Tripura Biodiversity Board.

In his place, several senior IFS officers have been given expanded roles. P. L. Agarwal, IFS, who is currently serving as the CEO & Project Director of the Tripura SCATFORM Project, will now shoulder multiple new responsibilities. Agarwal has been appointed as PCCF (Planning & Development) and PCCF (Research, Training & Working Plan & Survey). He will continue as Managing Director of Tripura Nature Trails & Resorts (TNTR) and will also oversee the implementation of the IGDC-CREFLAT project, a crucial initiative for integrated forest and community development in the state.

Expanded Role for Chaitanya Murti

Another senior officer, Chaitanya Murti, IFS, who was earlier serving as CEO & PD of the ELEMENT Project, has now been entrusted with a series of additional roles. Murti will now function as the PCCF (Administration & Personal Relations) and PCCF (Protection). Furthermore, he has been designated as the Chief Wildlife Warden and Member Secretary of the Tripura Biodiversity Board.

These high-level assignments indicate the government’s intent to bring synergy between forest protection, wildlife conservation, and administrative governance under a single leadership framework.

Transfers Across the Department

The reshuffle extends well beyond the top-level officers. According to the official notification, a total of 22 IFS officers have received new assignments across various forest divisions, research wings, and wildlife units. The restructuring is expected to realign departmental focus with contemporary challenges in forest management, afforestation, wildlife protection, and climate resilience.

Additionally, 18 officers from the Tripura Forest Service (TFS) have also been transferred and posted in various administrative and field capacities. These movements aim to refresh leadership in regional and divisional units, ensuring the implementation of forest and environmental projects at the grassroots level.

Strategic and Developmental Focus

The reshuffle comes at a time when Tripura is intensifying its focus on climate adaptation, afforestation, eco-tourism, and community-based forest management. Projects like SCATFORM (Sustainable Catchment Forest Management), ELEMENT, and IGDC-CREFLAT are integral to these goals. By placing experienced officers in strategic roles, the state government is looking to strengthen institutional coordination and resource management.

Officials familiar with the changes stated that the new appointments are not merely routine transfers but part of a broader strategy to streamline operations, encourage accountability, and improve service delivery in forest-related governance.

The transfer of 38 forest officers—22 from the IFS and 18 from the TFS—is expected to bring a wave of administrative realignment in the forest department. With strategic roles being entrusted to senior officers, including multi-project oversight and biodiversity conservation leadership, the move is seen as a proactive step toward modernizing the department and improving forest governance in Tripura.
