Tripura Emerges as Top Performer in Energy Efficiency Among Small States in SEEI 2024


Tripura has achieved a major milestone in the field of energy efficiency by emerging as the best-performing state in its category under the State Energy Efficiency Index (SEEI) 2024, released by the Bureau of Energy Efficiency (BEE) in association with the Alliance for an Energy Efficient Economy (AEEE). The index, unveiled by Akash Tripathi, Additional Secretary, Ministry of Power and Director General of BEE, assesses the energy efficiency performance of 36 States and Union Territories for the financial year 2023-24.

This recognition puts Tripura at the forefront of sustainable development efforts among smaller energy-consuming states, placing it in Group 4 (<1 MToE total final energy consumption). In this category, Tripura outperformed other states and secured the top position, marking a significant step in the state’s journey toward a cleaner, more energy-efficient future.

Speaking at the launch,  Tripathi underlined the importance of energy efficiency in India’s overall climate strategy. “India’s energy transition is not just a response to climate imperatives – it is a strategic opportunity to foster innovation, resilience, and inclusive growth. The SEEI 2024 is a significant milestone in this journey, with a sharper focus on ground-level implementation and measurable outcomes across critical domains such as buildings, industry, transport, DISCOMs, and agriculture,” he said.

What SEEI 2024 Means for Tripura

The sixth edition of SEEI is designed with an implementation-oriented framework, assessing 66 indicators across seven demand sectors: Buildings, Industry, Transport, Municipal Services, Agriculture, Electricity Distribution Companies (DISCOMs), and Cross-Sector initiatives.

For Tripura, which falls in the small energy consumption group, topping the chart reflects its commitment to:

  • Expanding energy-efficient practices in agriculture, including promotion of solar-powered pumps.

  • Improving municipal services, particularly through climate action and heat action plans.

  • Encouraging adoption of electric mobility policies and charging infrastructure.

  • Ensuring greater compliance in buildings through energy codes and star-rated building initiatives.

Officials in Agartala see this achievement as recognition of Tripura’s proactive measures in energy conservation, despite the state’s limited industrial base compared to larger states.

National Context of SEEI 2024

The SEEI categorises states into four groups, based on their total energy consumption:

  • Group 1 (>15 MToE): Maharashtra topped.

  • Group 2 (5-15 MToE): Andhra Pradesh topped.

  • Group 3 (1-5 MToE): Assam topped.

  • Group 4 (<1 MToE): Tripura topped.

Across the country, five states – Andhra Pradesh, Karnataka, Maharashtra, Telangana, and Tamil Nadu – retained their status as Front Runners. Assam and Kerala entered the Achievers category, while Haryana, Punjab, Rajasthan, Odisha, and Uttar Pradesh were placed as Contenders.

The index highlights impressive progress nationwide:

  • Buildings Sector: 24 states notified the Energy Conservation Building Code (ECBC) 2017, and 20 integrated it into municipal by-laws.

  • Industry: 10 states adopted MSME energy efficiency policies; seven mandated energy audits.

  • Municipal Services: 25 states developed Climate or Heat Action Plans; 12 promoted coordination between State Designated Agencies and urban bodies.

  • Transport: 31 states implemented State Electric Mobility Policies; 14 mandated EV charging facilities in buildings.

  • Agriculture: 13 states promoted cold storage and solar-powered pumps, with Kerala achieving 74% adoption.

Institutional Strengthening

The SEEI also notes a strong push for institutionalising energy efficiency:

  • All 36 States and UTs have prepared State Energy Efficiency Action Plans (SEEAPs).

  • 31 States and UTs have formed State-Level Steering Committees (SLSC) on Energy Transition, chaired by Chief Secretaries.

Tripura’s Way Forward

Experts believe that Tripura’s top ranking will encourage the state government to scale up its efforts further, particularly in rural electrification, renewable energy deployment, and strengthening DISCOM-led demand-side management. By being recognised at the national level, Tripura can attract more central support and investment in energy-efficient technologies.

The SEEI 2024 thus serves not just as a policy guide but also as a validation of the strides made by Tripura, showing how even smaller states can set benchmarks in India’s collective march toward its net-zero target by 2070 and 45% reduction in emissions intensity by 2030.
