Tripura CM Dr. Manik Saha launched Navdisha Abhiyan to uplift marginalized families and ensure 100% project implementation in backward areas. The initiative aims at socio-economic transformation through SHGs, integrated farming, and inclusive policies focused on tribal communities and underdeveloped blocks, earning praise from NITI Aayog.
In a strong push towards holistic development, Tripura Chief Minister Prof. Dr. Manik Saha launched the Navdisha Abhiyan and emphasized the government’s commitment to ensuring 100% project completion in backward areas of the state. Speaking at the Sampoornata Abhiyan Samman Samaroh held at Pragya Bhavan, the Chief Minister reiterated that the present government is committed to inclusive growth and the qualitative upliftment of marginalized communities.
“The government is determined to extend proper facilities to citizens from all sections. We are focused on the socio-economic transformation of people living in backward block areas,” said Dr. Saha during the event.
The Chief Minister also underlined the government’s intent to honor Samajpatis—tribal community leaders—as part of an inclusive development agenda. “We are giving importance to the integration of castes and tribes. The allowance for tribal leaders has been raised from ₹2,000 to ₹5,000,” he announced.
100% Saturation as Guiding Principle
Echoing Prime Minister Narendra Modi’s vision of achieving 100% saturation in welfare schemes, Dr. Saha said, “PM Modi always stresses that there should be no incompleteness anywhere. We are also striving to ensure 100% implementation of government schemes and initiatives.”

As part of this commitment, the state government has launched the Navdisha Abhiyan, with an initial outlay of ₹50 crore. Alongside this, ₹32 crore has been allocated to establish 80 Integrated Farming Clusters (IFCs) across the state, aiming to improve the livelihoods of marginalized and poor families.
“This campaign focuses on the upliftment of those who, for various reasons, have not been able to become part of self-help groups (SHGs),” Dr. Saha noted. Citing data from the Finance Minister, he said the state currently has 1,08,000 SHGs. Under the Tripura Rural Livelihood Mission (TRLM), 4.84 lakh women are already associated with 53,951 SHGs.
Targeting Development Through Focused Campaigns
Highlighting other initiatives, the Chief Minister said that a special project, TRIPTI, has been launched to benefit around 4,000 poor families in the Ganganagar block (Dhalai district) and Dashda block (North Tripura district). Additionally, the Mukhyamantri Navdisha Campaign aims to uplift nearly 10,000 families in 16 different blocks of the state.
“Every effort is being made to reach the last person. Thanks to initiatives like the Pradhan Mantri Jan Dhan Yojana, millions have gained financial inclusion. Across India, about 55 crore Jan Dhan accounts have been opened,” he said.

Dr. Saha also mentioned that under the guidance of Prime Minister Modi and NITI Aayog, 112 aspirational districts and 500 aspirational blocks have been identified across India for focused development under the Sampoornata Abhiyan. Six key performance indicators have been established to track progress.
Tripura Earns Praise from NITI Aayog
The Chief Minister praised the Rural Development Department of Tripura for playing a pivotal role as the nodal agency in implementing central development guidelines. “NITI Aayog officials recently visited Tripura and were impressed by the successful execution of development programs,” he said.
He emphasized that continuous monitoring and focused interventions in sectors such as health, nutrition, education, agriculture, and social development are key to sustainable transformation in backward areas.
Among the dignitaries present were Finance Minister Pranajit Singha Roy, Rural Development Secretary Abhishek Singh, Planning Secretary L.T. Darlong, TRLM CEO Tarit Kanti Chakma, Additional Secretary Kuntal Das, and other senior government officials.

The event concluded with a reaffirmation of the state’s goal: total saturation, total inclusion, and total upliftment.
