Reaffirming Tripura’s unwavering commitment to developing human capital and contributing to the national vision of Viksit Bharat @ 2047, Tripura Chief Minister Dr. Manik Saha presented a comprehensive overview of the state’s achievements and future roadmap at the 11th Governing Council Meeting of NITI Aayog held in New Delhi under the chairmanship of Prime Minister Narendra Modi.

The meeting, themed “Human Capital for Viksit Bharat,” brought together Chief Ministers, Lieutenant Governors, Union Ministers, and policymakers from across the country to deliberate on strategies for strengthening India’s human resource base and accelerating socio-economic development.

At the outset, Dr. Saha extended his heartfelt congratulations and gratitude to Prime Minister Narendra Modi on completing twelve years as India’s longest-serving elected Prime Minister. He emphasized that the Governing Council serves as a powerful platform reflecting India’s democratic traditions of cooperative federalism, collective thinking, and constructive policy dialogue.

Addressing the Council, the Chief Minister highlighted Tripura’s transformational development journey over the past several years and underscored the state’s commitment to achieving the goals outlined under its long-term vision document, “Lakshya 2047.” The vision aligns closely with the national objective of building a developed India by 2047 and seeks to ensure an inclusive, secure, prosperous, and healthy future for every citizen of the state.

Dr. Saha informed the Council that Tripura has achieved remarkable economic progress in recent years. The state’s Gross State Domestic Product (GSDP) has doubled over the last six years, demonstrating robust economic growth and effective governance. He also noted that Tripura has emerged as the third fully literate state in India, reflecting significant improvements in educational outcomes. Additionally, the state has secured more than 350 national and regional awards over the past eight years, recognizing excellence across multiple sectors.

Focusing on education, the Chief Minister highlighted the government’s “Whole of Government” approach towards human resource development. He outlined several pioneering initiatives that are strengthening foundational learning and improving educational quality across the state.

Among these initiatives is Mission Mukul, designed to familiarize children with school environments before formal enrollment, thereby improving learning readiness and reducing adjustment challenges. To strengthen foundational literacy and numeracy, the government has established NIPUN Corners in every Foundation Literacy and Numeracy classroom. The Vidya-Setu Module, based on the National Council of Educational Research and Training’s Vidya Pravesh framework, has also been implemented to facilitate a smooth transition for newly admitted Class-I students into formal education.

The state government has further developed the Tripura School Quality and Accreditation Framework (TSQAAF) to evaluate institutional performance and identify infrastructure gaps. To promote innovation and modern learning methodologies, Smart Classrooms and Tinkering Labs have been established in schools across the state, encouraging interactive and STEM-based education.

Under the Prime Minister Schools for Rising India (PM SHRI) Scheme, 84 schools are being developed as model institutions. Simultaneously, the Vidyajyoti Programme has facilitated the establishment of 125 CBSE-pattern model schools, significantly enhancing educational standards. The state’s dedicated educational television channel, “Vande Tripura,” is providing curriculum-based content for students from Classes I to XII while also supporting teacher training and professional development.

Dr. Saha also highlighted SAHARSH, Tripura’s flagship socio-emotional learning programme, which has produced positive outcomes in enhancing mindfulness, cognitive abilities, resilience, and overall student well-being. The programme has become an important component of the state’s holistic educational strategy.

In higher education, the state is witnessing rapid expansion with the establishment of new public and private universities. Alumni cells and institutionalized alumni meets across colleges are further strengthening academic networks and enhancing opportunities for students.

Healthcare emerged as another major focus area during the Chief Minister’s presentation. He informed the Governing Council that the Poshan Tracker initiative has successfully covered more than three lakh Aadhaar-verified beneficiaries, significantly strengthening nutritional monitoring and service delivery.

In partnership with NITI Aayog, Tripura has launched a School Health Mission, deploying dedicated staff nurses in 125 pilot schools to improve student health and well-being. The initiative reflects the state’s commitment to integrating health and education for better developmental outcomes.

The Chief Minister highlighted the achievements of the Mukhyamantri Sustho Shaishob Sustho Kaishore Abhiyaan (MSSSKA), which has achieved nearly 98 percent coverage through eight major campaigns focused on improving child and adolescent health and nutrition.

To tackle the growing burden of non-communicable diseases, the state government has launched the Mukhyamantri Niramay Arogya Abhiyan, aimed at conducting large-scale health screenings and ultimately covering the entire population above 30 years of age.

Significant progress has also been recorded in healthcare infrastructure and medical education. Tripura’s Ayushman Arogya Mandirs have earned National Quality Assurance Standards (NQAS) certification, contributing to improved healthcare delivery and reduced infant mortality rates. Medical education capacity has expanded substantially, with MBBS seats increasing from 225 to 550 and postgraduate seats rising from 85 to 196.

Women empowerment and youth development remain central pillars of Tripura’s development strategy. Dr. Saha informed the Council that approximately 4.96 lakh rural women are actively participating in 55,676 Self-Help Groups (SHGs), driving economic inclusion and grassroots entrepreneurship.

The Samriddhi Campaign has enhanced access to credit for women-led SHGs and enterprises, while efforts continue to integrate SHG-based micro-enterprises into the formal MSME ecosystem. Women’s Industrial Training Institutes have established SHE Skills and Entrepreneurship Centres, creating new opportunities for skill development and entrepreneurship.

To further address gender disparities, the government has formulated the Tripura Women Entrepreneurship Policy 2025, aimed at strengthening women’s participation in business and enterprise development.

These initiatives have yielded measurable results. The female labour force participation rate in Tripura increased from 37.5 percent in 2022 to 45.9 percent in 2025. Women are also being enabled to work night shifts with adequate safety and security measures, reflecting the state’s commitment to gender-inclusive employment opportunities.

On skill development, Dr. Saha highlighted Tripura’s collaboration with Tata Technologies to modernize Industrial Training Institutes through Industry 4.0 courses, upgraded workshops, and faculty development programmes. The government is also planning to establish a World Skill Centre and a School of Languages in partnership with the Ramakrishna Mission.

Specialized training programmes for Nal Jal Mitras are being conducted on a large scale, creating a skilled workforce capable of supporting critical infrastructure and public service initiatives.

The Chief Minister also highlighted Tripura’s outstanding performance in governance reforms. Responding to Prime Minister Modi’s call to board the “Reform Express,” Tripura secured first rank among all States and Union Territories in both Phase I and Phase II of the Deregulation and Compliance Reduction initiative, demonstrating its commitment to ease of doing business and administrative efficiency.

Tripura’s investment landscape has also witnessed remarkable growth. According to the Chief Minister, the state attracted investment proposals worth more than ₹30,000 crore during the past year. Projects valued at over ₹8,000 crore have already entered the implementation stage. Major companies, including Bharti Airtel, are establishing strategic facilities such as a data centre in Agartala to serve eastern India.

The state government has simultaneously strengthened its MSME ecosystem by improving access to technology, finance, and market opportunities. Tourism development is another priority area, with major projects underway under the Mata Tripura Sundari Tourism Circuit and the Buddhist Circuit.

A landmark heritage tourism project is the transformation of the historic Pushpavanta Palace into a world-class heritage hotel under the Taj brand by Indian Hotels Company Limited (IHCL), which is expected to boost tourism and economic activity significantly.

Tripura has also achieved complete digitalization and paperless functioning across administrative systems, from the Cabinet level to Gram Panchayats. The state secured first rank among Group-A States in the Sadhana Saptah Programme conducted through the iGOT platform, making a significant contribution to the success of Mission Karmayogi.

To promote innovation-driven growth, the government has established the State Innovation Mission and T-NEST (Tripura Nurturing Entrepreneurs and Startups), providing a strong ecosystem for young entrepreneurs and startup ventures.

Dr. Saha informed the Governing Council that a detailed written submission outlining Tripura’s achievements and initiatives had also been submitted separately to NITI Aayog.

Concluding his address, the Chief Minister reaffirmed Tripura’s commitment to strengthening human capital and contributing to the national vision of Viksit Bharat. He expressed confidence that under the visionary leadership of Prime Minister Narendra Modi and the strategic guidance of NITI Aayog, the deliberations and policy recommendations emerging from the Governing Council would translate into meaningful and transformative outcomes for citizens across the country.

Quoting his participation in the meeting, Dr. Saha stated that Tripura’s achievements in deregulation, investment attraction, higher education, healthcare, sports, skill development, and startup promotion demonstrate the state’s growing contribution toward building a developed and self-reliant India. He emphasized that under Prime Minister Modi’s leadership, India is steadily advancing towards the goal of Viksit Bharat @ 2047 through bold reforms, clear vision, and collective efforts.
