Tripura CM Dr. Manik Saha attends the NITI Aayog Governing Council Meeting and a special Northeast Chief Ministers’ conclave chaired by Prime Minister Narendra Modi in New Delhi. Key discussions focus on Viksit Bharat 2047, regional development, investment promotion, entrepreneurship, and increasing the Externally Aided Projects funding ceiling.

Tripura Chief Minister Dr. Manik Saha has embarked on a significant visit to New Delhi to participate in a series of high-level meetings involving the central leadership and policymakers, with a focus on national development, regional growth, and future governance strategies.

As part of his official engagements, Dr. Saha attended a special conclave of the National Democratic Alliance (NDA) on Wednesday. The meeting brought together Chief Ministers of BJP-ruled states and NDA alliance partners under the leadership of Prime Minister Narendra Modi. The conclave served as an important platform for discussions on governance, development priorities, and the future roadmap of the ruling alliance.

According to sources, the meeting focused on key political and developmental issues facing the country. Leaders participating in the conclave also congratulated Prime Minister Narendra Modi for completing 12 years in the nation’s highest elected executive office, recognizing his leadership and contributions to the country’s development journey.

The Chief Minister’s visit assumes added importance as Prime Minister Narendra Modi is scheduled to chair the 11th Governing Council Meeting of NITI Aayog at the Rashtrapati Bhavan Cultural Centre in New Delhi on Thursday. The annual meeting is regarded as one of the most important policy forums in the country, bringing together the Centre and States to discuss long-term development strategies and governance reforms.

This year’s Governing Council Meeting has been themed “Inclusive Human Development for Viksit Bharat @2047.” The deliberations are expected to focus on creating a comprehensive roadmap for transforming India into a developed nation by the centenary year of Independence in 2047.

The meeting will witness the participation of Chief Ministers from various states, Lieutenant Governors, Union Ministers, senior government officials, and NITI Aayog functionaries. Discussions are expected to revolve around promoting equitable development, enhancing quality of life, and ensuring that economic growth benefits every section of society.

According to an official statement, the Inclusive Human Development Framework to be discussed during the meeting is built upon four major pillars: strengthening foundational human capital and future-ready skills, generating productive employment and entrepreneurship opportunities, improving health and nutrition outcomes, and ensuring equity, dignity, and social inclusion for all citizens.

Policy discussions are also expected to emphasize skill development initiatives, entrepreneurship promotion, job creation, and sustainable economic growth. A key focus area will be the alignment of state-level development priorities with the broader national objective of achieving inclusive and sustainable growth by 2047.

Chief Minister Dr. Manik Saha is expected to present Tripura’s development vision and highlight the state government’s efforts in promoting infrastructure growth, social welfare, healthcare advancement, education reforms, and economic development. The Chief Minister is also likely to showcase Tripura’s achievements in improving governance and creating a conducive environment for investment.

In addition to the NITI Aayog meeting, Prime Minister Narendra Modi is scheduled to chair a special meeting of Chief Ministers from the Northeastern region on June 12. The meeting is expected to focus exclusively on region-specific developmental challenges, policy requirements, and opportunities for accelerating economic growth across the Northeast.

Chief Ministers from all Northeastern states will present their respective development priorities and seek greater support from the central government for implementing strategic projects. The forum is expected to facilitate discussions on infrastructure, connectivity, trade, investment, tourism, and employment generation across the region.

Sources indicated that Dr. Saha will place particular emphasis on attracting investments to Tripura and highlighting the state’s progress in building a business-friendly ecosystem. The Chief Minister is expected to underline the importance of enhancing industrial growth, encouraging entrepreneurship, and creating new employment opportunities for the youth.

Another major issue likely to be raised by the Tripura Chief Minister is the relaxation of the existing ceiling on Externally Aided Projects (EAPs). Currently, smaller states face limitations due to a cap of Rs 4,000 crore on such projects. Dr. Saha has consistently advocated increasing the limit to at least Rs 10,000 crore, arguing that the move would significantly benefit smaller states by enabling them to access larger volumes of development funding.

Government sources believe that raising the EAP ceiling would help Northeastern and other smaller states secure greater financial support for infrastructure, connectivity, healthcare, education, and other priority sectors. Such a policy change could strengthen regional development and accelerate the implementation of centrally sponsored and externally funded projects.
