The Chief Ministers of the northeastern states have welcomed the Union Budget 2025-26, praising its focus on regional development and economic growth. They highlighted various provisions that would significantly benefit the northeastern region across multiple sectors.
Assam: A Historic Day for Development
Assam Chief Minister Himanta Biswa Sarma described the budget as historic, particularly celebrating the announcement of a 12.7 lakh metric ton (MT) urea plant in Namrup, a long-standing demand of the people of Assam. Taking to X (formerly Twitter), he expressed his appreciation, stating:
"What a historic day for Assam! Union Budget 2025 has announced a 12.7 lakh MT urea plant in Namrup, a long-standing demand of the people of Assam."
He further emphasized that, following the establishment of a semiconductor plant in Jagiroad, this new urea facility would be a game changer for the entire northeastern region. The plant will not only contribute to self-sufficiency in fertilizer production but also optimize the utilization of the region’s natural gas resources. He extended heartfelt gratitude to Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for their commitment to Assam’s development.

To enhance the availability of urea in the region, the government has earmarked the construction of the new plant in Namrup, Dibrugarh district, further strengthening the agricultural sector.
Manipur: Boosting Regional Connectivity
Manipur Chief Minister N. Biren Singh also expressed his strong appreciation for the Union Budget, particularly its focus on regional connectivity through the UDAN scheme. In his post on X, he wrote:
"I appreciate Hon’ble PM Narendra Modi and Finance Minister, Smt Nirmala Sitharaman Ji for enhancing regional connectivity across the nation under the UDAN Scheme."
He highlighted the transformative impact of the UDAN scheme, which has significantly improved air connectivity in Manipur and across the Northeast, fostering travel, tourism, and commerce. He noted that the scheme’s expansion would further benefit the middle class, allowing for faster and more affordable travel options.
During her budget speech in the Lok Sabha, the Finance Minister announced the launch of a modified UDAN scheme aimed at improving regional connectivity to 120 new destinations and facilitating air travel for four crore passengers over the next decade. The scheme will also focus on developing helipads and smaller airports in hilly and aspirational districts, including those in the Northeast.
Additionally, Biren Singh highlighted the government’s move to increase the loan limit for Kisan Credit Cards (KCC) from Rs 3 lakh to Rs 5 lakh. Meghalaya Chief Minister Conrad K. Sangma also welcomed the modified UDAN scheme, underscoring its importance in expanding aviation infrastructure in the region. In a post on X, he wrote:
