THRC Recommends Deferring Inauguration of Redeveloped MBB College Lake Project
The Tripura Human Rights Commission (THRC) has recommended that concerned authorities, including Agartala Smart City Limited, refrain from inaugurating or operationalizing the redeveloped MBB College Lake (also known as College Tilla Lake) project until further notice.

The recommendation follows a complaint received by the Commission on August 6, 2025, from Jayanta Bhattacharjee and Nikhil Debnath of the Forum for Protection of Environment and Water Bodies. The complaint, registered as Case No. 98/2025, raised objections to the proposed inauguration of the project on August 15, 2025—reportedly announced in a news item published in North East Colors on August 5.
The complainants argued that proceeding with the inauguration before the conclusion of the Commission’s inquiry would render the ongoing proceedings “infructuous” and effectively amount to a fait accompli, undermining the intent and impact of their petition.
After considering the matter, the Commission, chaired by Justice Arindam Lodh, found merit in the concern and concluded that the proposed inauguration would adversely affect the subject of the complaint.
“The Commission is satisfied that the inauguration of the redeveloped MBB College Lake will have adverse effect in the subject matter of the present complaint,” the Commission stated in its order. “Thus, the Commission deems it appropriate to recommend the concerned authorities—including the Secretary, Urban Development Department; the Secretary, Revenue Department; the PCCF, Department of Forest; the DM & Collector, West Tripura; and Agartala Smart City Limited—to refrain from inauguration or operationalization of the project, if already announced, till the disposal of the proceeding or until further orders.”
The THRC’s intervention places a temporary hold on the high-profile project, pending further scrutiny of environmental and procedural concerns raised by the complainants.
