Tripura appoints retired IAS officer Manoj Kumar as the new State Election Commissioner, replacing Saradindu Chaudhury. The appointment, effective immediately, follows statutory provisions under the Tripura Panchayats Act, ensuring continuity in the state’s poll administration and democratic processes.
The Tripura government has appointed retired IAS officer Manoj Kumar as the new State Election Commissioner (SEC), marking a significant administrative transition in the state’s electoral leadership. The appointment comes into effect immediately, following the completion of the tenure of outgoing commissioner Saradindu Chaudhury, IAS (Retd.).
According to an official notification issued on Tuesday, the government confirmed that Chaudhury, who assumed charge as the State Election Commissioner on November 14, 2023, completed his service tenure in accordance with sub-rule (4) of Rule 3 of the Tripura Panchayats (Constitution of State Panchayat Election Commission) Rules, 1993. His tenure concluded as outlined in statutory provisions governing the functioning and duration of the State Election Commission.
Appointment in Line with Statutory Provisions
The notification further stated that Manoj Kumar’s appointment has been made under the provisions of Section 176(1) of the Tripura Panchayats Act, 1993, read with sub-rule (2) of Rule 3 of the Tripura Panchayats (Constitution of State Panchayat Election Commission) Rules, 1993. These provisions, strengthened by the Third Amendment (2006) and Fourth Amendment (2013), outline the eligibility, selection process, and administrative conditions for appointing the State Election Commissioner.
The Governor of Tripura approved the appointment based on the recommendation of the state government, ensuring continuity in the constitutional body responsible for overseeing rural local body elections, including Panchayat polls.
Terms of Service Governed by Amended Rules
The notification elaborated that the terms and conditions of service for the newly appointed SEC will be guided by Rule 4 of the Tripura Panchayats (Constitution of State Panchayat Election Commission) Rules, 1993. Additionally, the provisions incorporated through the Third Amendment Rules (2006) and the government memo dated December 21, 2015, will also be applicable in determining his service conditions.
These rules collectively define salary, tenure, powers, administrative independence, and responsibilities of the State Election Commissioner to ensure free, fair, and transparent elections.
Administrative Continuity and Electoral Importance
The State Election Commission of Tripura plays a pivotal role in organising and supervising elections to Panchayats, Municipal bodies, and other local self-governance institutions. The appointment of Manoj Kumar therefore arrives at a crucial time, as the state prepares for upcoming rural and urban local body elections in the next few years.
Senior officials from the election department welcomed the appointment, stating that Kumar’s vast administrative experience would contribute significantly to strengthening electoral processes.

“We believe that the new commissioner will uphold fairness and transparency in all upcoming electoral exercises. The Commission’s role is central to maintaining democratic values. We expect Manoj Kumar to supervise the electoral process with impartiality and dedication, ensuring that elections remain free, fair, and transparent.”

Manoj Kumar, a retired IAS officer, is known for his extensive administrative service in key departments of the Tripura government over several decades. His appointment signals the government’s intention to reinforce efficient handling of election-related duties, voter list updates, and grievance redressal mechanisms.
The official notification concluded by stating that the appointment of Manoj Kumar as the head of the State Election Commission “has come into force with immediate effect.”
