In a startling escalation of his voter fraud allegations, Congress leader Rahul Gandhi on Wednesday unveiled what he called the “H Files”, accusing the Bharatiya Janata Party (BJP) and the Election Commission of India (ECI) of colluding in a massive, nationwide operation to manipulate electoral rolls and subvert India’s democratic framework.

Speaking at a detailed press conference in New Delhi, Gandhi alleged that the recent Haryana Assembly elections were “stolen” through systematic voter duplication and fake entries, which, according to him, were ignored — or even facilitated — by the ECI.

25 Lakh Fake Votes in Haryana, Claims Rahul Gandhi

Revealing what he described as “shocking evidence” from the H Files, Gandhi claimed that nearly 25 lakh votes in Haryana were fraudulent, in a state with about two crore registered voters. He alleged that “Brazilian voters” had even cast ballots in 10 Haryana constituencies — a sarcastic reference to fake or duplicated names in the voter lists.

He asserted that there were 1.2 lakh entries with identical photographs and 5.21 lakh duplicate entries in Haryana’s electoral rolls. “Many of these voters are registered in multiple states — including BJP functionaries listed in both Haryana and Uttar Pradesh,” Gandhi said.

According to him, the ECI has the necessary software and powers to clean up such anomalies but “chooses not to act.” He accused the commission of deliberate inaction aimed at ensuring an unfair advantage for the ruling party.

“Why is the ECI not removing the duplicates? If they remove them, fair elections will be possible — which they do not want,” Gandhi charged.

ECI’s ‘Dubious’ Handling of Voter Rolls Under Fire

Rahul Gandhi also took aim at Chief Election Commissioner (CEC) Gyanesh Kumar, rejecting his justification that homeless voters were recorded with ‘0’ as their house number. Gandhi said this explanation was “absurd” and directly violated ECI’s own verification rules, which require field checks wherever more than 10 voters share one address.

He claimed that 3.5 lakh voters — nearly 2% of Haryana’s electorate — were deleted between the Lok Sabha and Vidhan Sabha polls, alleging that a majority of these were traditional Congress supporters.

To support his claims, Gandhi played video testimonies of voters from Haryana who said their names had mysteriously disappeared from the electoral rolls or were found registered in two locations.

“Democracy Is Being Stolen”: Rahul’s Direct Attack on BJP and ECI

The Congress leader alleged that the entire electoral system was being “weaponised” by the BJP, aided by the Election Commission, to systematically undermine democratic institutions.

“This is not just about one or two seats. It’s a centralised method to destroy democracy. The Election Commission and the BJP government at the Centre are partners in this crime,” Gandhi said.

He called this phenomenon “Sarkar chori (government theft),” claiming that the same playbook seen in Haryana could be extended to Bihar, where elections are due soon.

Bihar May Be the Next Target

Gandhi warned that Bihar could be the “next victim” of what he called “electoral engineering”, under the guise of the Special Intensive Revision (SIR) process — a voter list revision mechanism that he alleged was being misused to delete opposition voters and inflate fake registrations.

“We are seeing the same signs in Bihar that we saw before the Haryana elections. The same method is being implemented,” he asserted.

Why Congress Didn’t Raise It Earlier

When asked why the Congress did not flag these issues before elections, Gandhi explained that electoral rolls are often released too late, giving political parties very little time to identify and challenge discrepancies.

He also criticized the opacity of the process, claiming that requests for transparency and verification are often stonewalled by the ECI.

Political Implications and Reactions

The allegations come at a time when the Congress is seeking to regroup nationally after a series of electoral losses. Gandhi’s “H Files” attack appears to be an attempt to frame the BJP as anti-democratic while also reviving the Congress narrative of institutional capture.

Political observers note that such allegations, if proven, could have serious constitutional implications — calling into question the credibility of India’s electoral system. However, as of now, the ECI has not issued any official response to Gandhi’s fresh claims.

Meanwhile, BJP leaders have dismissed the allegations as “political theatrics,” accusing the Congress of “preparing excuses for electoral defeat.”

Regardless, Rahul Gandhi’s “H Files” exposé has reignited the debate over electoral integrity and institutional independence, pushing the issue of voter fraud to the forefront of India’s political discourse once again.
